October 27, 1986 <br />9.0 ATTORNEY AND ENGINEER <br />Howard Kuusisto submitted his monthly report. The Council discussed the Harstad <br />development and the drainage ditch on the east side of Highway 61. Harstad Companies <br />deposited a check for $10,000 thereby allowing the Engineer to proceed with the <br />feasibility study. This study should help clarify questions regarding drainage for <br />this project. DNR will need to be contacted for any permits needed because of the <br />protected wetlands. <br />MOTION: Potts made motion, Peltier seconded, to approve Project G153936 for NSP. <br />All aye. Motion Carried. <br />MOTION: Peltier made motion, Schwab seconded, to approve Project HURC-PAL-AAC <br />for NSP. <br />All aye. Motion Carried. <br />MOTION: Potts made motion, Peltier seconded, to approve Project HURC-NEL-AAE for NSP. <br />All aye. Motion Carried. <br />10.0 CLERK <br />MOTION: Hauer made motion, Peltier seconded, authorizing Carole LaBelle to attend <br />a secretarial seminar on December 8th and City will pay $49.00 fee. <br />All aye. Motion Carried. <br />Attorney Johnson has been corresponding with Attorney Robert Herr regarding an <br />easement in the southeast portion of Hugo. The City will need to respond further <br />regarding the easement and it was discussed as to whom would be paying our legal <br />costs. The City Attorney is to dictate Hugo's response to the Clerk's office for <br />typing. After review of the letter by the Council, and payment by Mr. Herr of any <br />legal/engineering costs, the Clerk can release the letter. <br />The Bui ling Inspector reported to the Council that Richard Koecher has failed to <br />respond he city's correspondence regarding the construction of a building without <br />a permit. <br />MO'T'ION: McAllister made motion, Hauer seconded, that this matter be forwarded to <br />the city prosecuter for investigation. If there is a Building Code violation, <br />the city prosecuter shall start criminal proceedings. <br />All aye. Motion Carried. <br />The Building Inspector will inspect the David Schumann property on 137th Street for <br />possible building code violation for construction without a permit. <br />MO'T'ION: Peltier made motion, Hauer seconded, to adjourn at 9:52 PM. <br />All aye.
