N MINUTES OF THE PROCEEDINGS OF THE HUGO CITY COUNCIL SPECIAL MEETING October 7, 1985 The special meeting was called to order by Mayor McAllister at 6:10 PM. PRESENT: Hauer, Peltier, Potts, Schwab, McAllister Charles Johnson, City Attorney This meeting was called to discuss the Fire Department Cadet Program. All require- ments for a special meeting were met. Sherri Whiting, representative from the Indianhead Council (Boy Scouts), was present to advise the Council of the cadet program, and some of its guidelines. The program was designed to give young adults a first-hand experience of the operations of a fire department, with a possible future careet. Hastings, Mahtomedi, White Bear Lake, and Lake Elmo all have implemented the cadet program in their respective fire departments. Ms. Whiting stated that after the recruiting program has been completed, the program belongs to Hugo. The city be in charge of allowing how involved the youths would become. The boy scouts have the primary liability in- surance, but you don't have to be a boy scout to be a member of the cadet program. Mayor McAllister asked that the Fire Review Committee discuss further the informa- tion regarding the program, and that Ms. Whiting send the city attorney a copy of the liability insurance for his review Ms. Whiting suggested the city contact the other communities who have implemented the program to see how they have dealt with their similar concerns. MOTION: Peltier made motion, Hauer seconded, to refer the cadet program matter to the Fire Review Committee. All aye. Motion Carried. MOTION: Peltier made motion, Hauer seconded, to adjourn the special meeting at 6:40 PM All aye. PRESENT: Hauer, Peltier, Potts, Schwab, McAllister Attorney Johnson not present at regular meeting. 3.0 APPROVAL OF MINUTES MOTION: Peltier made motion, Hauer seconded, to approve the minutes of September 16, 1985, as submitted. All aye. Motion Carried.
