7 <br /> January 16, 1984 <br /> Mayor McAllister suggested that Mr. Granger should approach the Planning Commission <br /> with a sketch plan for future division of the property. It was the general con- <br /> census of the Council that the City would be interested in parkland dedication <br /> rather than monetary consideration. The Council also discussed the blacktop re- <br /> quirement for new subdivisions, and it was their feeling that gravel roads would <br /> be acceptable. Neighbors of the property to be rezoned were present, and expressed <br /> concern because of the dust that will becreated with the new gravel roads. Bill <br /> Greger felt that the city should require hard-surfaced roads because of the nu- <br /> merous homes to be constructed requiring fire protection. Greger also expressed <br /> concern that the emergency vehicles would have to cross the railroad tracks twice <br /> in order to get to the property. Fire Chief, Ron Istvanovich, was present, and <br /> stated that he did not feel the crossing of the tracks would create a problem. <br /> 9.0 ATTORNEY AND ENGINEER <br /> The City received two bids for the inspection of the deep well turbine pumps - <br /> McCarthy Well Company and Layne Minnesota Company. After review of the bids by <br /> the City Engineer, Mr. Kuusisto recommended that the City employ Layne Minnesota <br /> Company to complete the work being the lower bid of the two submitted. <br /> MOTION: Peltier made motion, Atkinson seconded, that the City award the bid for <br /> inspection of the deep well turbine pumps to Layne Minnesota Company. <br /> All aye. Motion Carried. <br /> Attorney Johnson submitted his monthly report. He also submitted his opinion as <br /> to the status of the SUP for the White Bear Rod & Gun Club, a copy of which is to <br /> be submitted to the club's attorney and June Smith. There was discussion regarding <br /> the construction of soundproof type building at their location on County Road 8A. <br /> There has been a violation of the building code for constructing without a Building <br /> Permit. <br /> MOTION: McAllister made motion, Peltier seconded, that the Building Inspector <br /> be directed to issue a cease workorder to the White Bear Rod & Gun Club <br /> on the construction of a building at their property along County Road <br /> 8A in the City of Hugo, and request the presence of a representative <br /> of the gun club to appear before the Council at their meeting of <br /> February 6, 1984, at 8:00 PM to discuss this matter. <br /> All aye. Motion Carried. <br /> MOTION: McAllister made motion, Schwab seconded, that the City Attorney be directed <br /> to seek a permanent restraining order per the attorney's File No. 1500-482. <br /> All aye.
