Motion Carried. <br /> 5.5 Richard Granger - Subdivision <br /> The Council reviewed the proposed subdivision of Richard Granger for 17 lots, and <br /> the various accesses to the property. The city needs to verify the right-of-way <br /> for the future extension of Everton Avenue. There were residents present to object <br /> to the extension of Europa Avenue, because of possible deterioration of the present <br /> roadbed. A development agreement will have to be executed between the developer <br /> and the City of Hugo, which will address the required financial guarantees and any <br /> variances that may be required. <br /> MOTION: McAllister made motion, Peltier seconded, that the City Engineer be directed <br /> to have that corner of Everton Avenue and 122nd Street surveyed, and report <br /> back to the Council as to where the property lines are. <br /> All aye. Motion Carried. <br /> MOTION: McAllister made motion, Peltier seconded, to approve the preliminary plan <br /> for Richard Granger for the division of 17 lots subject to the following: <br /> 1. A storm water management plan be approved by the Rice Creek Watershed <br /> District. <br /> 2. A development agreement, satisfactory to the city, be executed by the <br /> developer and approved by the city. <br /> 3. The development agreement will contain the provisions for sanitary <br /> sewer and gravel streets to the gravel equivalent standards for the <br /> City of Hugo. <br /> All aye. Motion Carried. <br /> 5.6 Sally Muellier - Special Use Permit <br /> Mrs. Muellner, 14998 Francesca, would like to place a beuty shop in her residence. <br /> The Planning Commission recommended approval of the application. <br /> MOTION: Peltier made motion, Atkinson seconded, to approve the Special Use Permit <br /> for Sally Mueliner, 14998 Francesca, for a beauty shop in her home, subject <br /> to the following conditions: <br /> 1. Mrs. Muellner provide a letter from the neighbor to the south stating <br /> they have no objections. (Provided) <br /> 2. Mrs. Muellner meet any and all state requirements for a home beauty shop. <br /> All aye. Motion Carried. <br />
