Motion Carried. 5.5 Richard Granger - Subdivision The Council reviewed the proposed subdivision of Richard Granger for 17 lots, and the various accesses to the property. The city needs to verify the right-of-way for the future extension of Everton Avenue. There were residents present to object to the extension of Europa Avenue, because of possible deterioration of the present roadbed. A development agreement will have to be executed between the developer and the City of Hugo, which will address the required financial guarantees and any variances that may be required. MOTION: McAllister made motion, Peltier seconded, that the City Engineer be directed to have that corner of Everton Avenue and 122nd Street surveyed, and report back to the Council as to where the property lines are. All aye. Motion Carried. MOTION: McAllister made motion, Peltier seconded, to approve the preliminary plan for Richard Granger for the division of 17 lots subject to the following: 1. A storm water management plan be approved by the Rice Creek Watershed District. 2. A development agreement, satisfactory to the city, be executed by the developer and approved by the city. 3. The development agreement will contain the provisions for sanitary sewer and gravel streets to the gravel equivalent standards for the City of Hugo. All aye. Motion Carried. 5.6 Sally Muellier - Special Use Permit Mrs. Muellner, 14998 Francesca, would like to place a beuty shop in her residence. The Planning Commission recommended approval of the application. MOTION: Peltier made motion, Atkinson seconded, to approve the Special Use Permit for Sally Mueliner, 14998 Francesca, for a beauty shop in her home, subject to the following conditions: 1. Mrs. Muellner provide a letter from the neighbor to the south stating they have no objections. (Provided) 2. Mrs. Muellner meet any and all state requirements for a home beauty shop. All aye.
