MINUTES OF THE PROCEEDINGS OF THE HUGO CITY COUNCIL <br /> August 20, 1984 <br /> The public hearing was called to order by Mayor McAllister at 6:08 PM. <br /> PRESENT: Peltier, Schwab, McAllister ABSENT: Atkinson <br /> Also, Engineer Kuusisto <br /> The public hearing was called to consider the request of Richard Granger, Birchwood <br /> Builders, Inc. , for the following items relative to his Lake Air Estates subdivision: <br /> 1) petition to the City Council for bonding, 2) feasibility study as provided by the <br /> City Engineer, 3) final plat approval, and 4) the Development Agreement. Mr. Granger <br /> will be improving 51 acres into 39 one acre lots, and a park and ponding area. The <br /> city reviewed the feasibility study along with Engineer Kuusisto, with an estimated <br /> project cost of $276,985. There will be rural type roads, a manhole for connection <br /> to the Metro wastewater system, and a ponding area in the northeast corner consisting <br /> of approximately 2 acres. Water will be drained from the property through open <br /> ditches running,basically,northerly then westerly. Mayor McAllister stated that <br /> he is favor of the city bonding the project thereby allowing the city to design and <br /> have control of the project. Bill Greger stated his objection to the city becoming <br /> involved in the bonding for a private developer. Mayor McAllister felt that there <br /> was little liability involved because of the required financial guarantees and the <br /> resale value of the divided lots. Gerald Schoeller requested that the record indicate <br /> his opposition to the bonding request. <br /> MOTION: Peltier made motion, Schwab seconded, to adjourn the public hearing at 6:59 PM. <br /> All aye. Motion Carred. <br /> Mary reager, Clerk <br /> City f ugo <br /> The regular meeting of the City Council was called to order at 7:10 PM. <br /> PRESENT: Peltier, Schwab, McAllister <br /> Engineer Kuusisto and Attorney Johnson <br /> ABSENT: Atkinson <br /> 3.0 APPROVAL OF MINUTES <br /> MOTION: Peltier made motion, Schwab seconded, to approve the minutes of August 6, 1984 <br /> after the following correction has been made: <br /> Page 61 (5.1) - the city will invite Mr. Oswald back, etc. <br /> All aye. Motion Carried. <br /> 4.0 APPROVAL OF CLAIMS <br /> MOTION: Schwab made motion, Peltier seconded, to approve the General Claims for <br /> August 20, 1984, as submitted. <br /> All aye. Motion Carried. <br />
