22 March 21 , 1983 <br /> 5.3 William Jackson - Site Plan Approval <br /> Mr. Jackson, 6175 180th Street, would like to construct a 28 x 42 pole barn in the <br /> AG zone. They already have an 18 x 24 pole barn. However, the Ag zone allows for <br /> 3600 square feet of accessory storage. <br /> MOTION: Peltier made motion, Schwab seconded, to approve the Site Plan for William <br /> Jackson to construct a 28 x 42 pole barn for personal storage only. <br /> All aye. Motion Carried. <br /> 5.4 Debbie Hehn - Special Use Permit <br /> Debbie Hehn, 5920 Egg Lake Road, would like to start a beauty shop in the <br /> basement of her house. Mrs. Hen submitted a site plan indicating the parking area <br /> and the placement of lights around the house. <br /> MOTION: Vail made motion, Peltier seconded, to approve the Special Use Permit for <br /> Debbie Hehn to allow for the establishment of a beauty shop in the base- <br /> ment of here residence at 5920 Egg Lake Road. <br /> All aye. Motion Carried. <br /> 5.5 Dave Weigel - Site Plan Approval <br /> Mr. Weigel presented a report from Twin City Testing stating the need to remove the <br /> blocks from the north wall. The remaining walls were tested and reported to be <br /> sound. Mr. Kuusisto reviewed the parking plan submitted by Weigel. Weigel <br /> stated that he is obtaining bids for 66,000 square feet of blacktopping, and the <br /> bids are coming in around $29,000. Mr. Weigel has declared.a capacity of 180 <br /> people for the bar and restaurant. The ordinance would require 12,000 square <br /> feet including driveways. McAllister stated that the plan for a cedar fence <br /> would not be adequate, relating to past experiences. After review of the plan, <br /> Kuusisto based his estimate on 53,000 square feet of blacktop at 40 a sq ft <br /> totaling $29,000 (125% of the estimatelcost) . <br /> MOTION: McAllister made motion, Vail seconded, to approve the Site Plan for <br /> Esther Weigel for reconstruction of the building last known as the Silver <br /> Spur Saloon, subject to the following: <br /> 1 . Prior to issuance of a Building Permit, the applicant post with the <br /> City of Hugo, an acceptable Letter of Credit, in the amount of $29,000. <br /> The Letter of Credit will guarantee the following: <br /> a. The applicant will blacktop the parking area as required by city <br /> ordinance and to the satisfaction of the City Council. <br /> b. The applicant will construct a suitable barrier, acceptable to <br /> the City Council, between the property line and Highway 61. <br /> c. The applicant submit a satisfactory set of plans to the Building <br /> Inspector, and those plans will meet all city and state building <br /> codes including Health Department codes. <br /> The Letter of credit will guarantee the above conditions will be met by <br /> September 15, 1983, and may be reduced by the City Council upon comple- <br /> tion of the work. However, the city may require a portion or all of the <br /> Letter of Credit to remain in force until June 1, 1984. <br /> All aye. Motion Carried. <br />
