77 <br /> MINUTES OF THE PROCEEDINGS OF THE HUGO CITY COUNCIL <br /> September 19, 1983 <br /> The meeting was called to order by Mayor Mike McAllister at 7:01 PM. <br /> PRESENT: Peltier, Atkinson, Schwab, Vail, McAllister <br /> Also, Engineer Kuusisto and Attorney Johnson <br /> 3.0 APPROVAL OF MINUTES <br /> MOTION: Peltier made motion, Schwab seconded, to approve the minutes of September 6, <br /> 1983, as submitted. <br /> All aye. Motion Carried. <br /> 4.0 APPROVAL OF CLAIMS <br /> MOTION: Peltier made motion, Atkinson seconded, to approve the General Claims for <br /> September 19, 1983, as submitted. <br /> All aye. Motion Carried. <br /> MOTION: Vail made motion, Peltier seconded, to approve the Utility Claims for <br /> September 19, 1983, as submitted. <br /> All aye. Motion Carried. <br /> 5.0 PETITIONS, REQUESTS, COMMUNICATIONS & LICENSES <br /> 5.1 Vern Peloquin (Joe Oman) - Rezoning <br /> Mr. Peloquin, fee owner of the property to be rezoned from CB to SFE, and Mr. John <br /> Oman were present for the discussion. The City received letters from Hubbard Broad- <br /> casting, Robert Bernier, and Miscellaneous Metals. KSTP had no objection to the re- <br /> zoning, and Mr. Bernier had no objection provided consideration was given to placing <br /> a double wide unit on the lot closest to his residence. Mr. Fred Riermann, owner of <br /> MMF, was present to address concerns with the expansion of the park. He is concerned <br /> with water runoff, and possible complaints from residents about the amount of noise <br /> generated by his business. The Planning Commission ra.1/4Ju11 ded approval of the re- <br /> zoning, but delayed action on the Amended Special Use Permit for expansion of the <br /> park. Mayor McAllister stated that the rezoning and ASUP do not go hand in hand. <br /> It was also his feeling that the developer of the park should bear the responsibility <br /> of noise abatement due to the proximity of MMF. The Council recommended that the <br /> Planning Commission should address the following when considering the application <br /> for an Amended SUP: <br /> 1 . Fire protection (report from Fire Chief) . <br /> 2. Drainage of the expanded area. <br /> 3. Possible noise problems. <br /> 4. Alternate to Highway 61 for access/egress. <br /> Let the record show that the fee owner, Vern Peloquin, wants the City Council to act <br /> on the rezoning application this evening, and is aware that the SUP is still under <br /> consideration by the City Council and may or may not be granted. <br /> The Fire Chief is to appear before the Planning Commission to report on fire pro- <br /> tection in the trailer park (fire hydrants: how many and how far apart) . Mr. Oman <br /> stated that placing a double wide trailer on the lot adjoining Robert Bernier's would <br /> not be a problem. The Council will also be considering parkland dedication. <br />
