78 September 19, 1983 <br /> After discussion of the drainage plan for the expansion, Engineer Kuusisto was <br /> requested to contact the Rice Creek Watershed District regarding the pond lo- <br /> cated on KSTP property. Roger Nelson, designer of the drainage plan for Oman, <br /> questioned the requirement of Mr.Oman being solely responsible for possible <br /> noise abatement. Mr. Oman alleged that if the. SUP was not approved, the City <br /> would be receiving complaints about noise in the industrial park. <br /> MOTION: Peltier made motion, Vail seconded, to adopt ORDINANCE 194, AN ORDINANCE <br /> AMENDING CHAPTER 320 OF THE HUGO CITY CODE ENTTT'LED "ZONING" BY AMEND- <br /> ING THE ZONING DISTRICT CLASSIFICATION OF DESCRIBED REAL PROPERTY. <br /> VOTING FOR: Peltier, Atkinson, Schwab, Vail, McAllister <br /> MOTION CARRIED. <br /> MOTION: McAllister made motion, Peltier seconded, that the City of Hugo formally <br /> request the Rice Creek Watershed District to rei. pect the property <br /> owned by Hubbard Broadcasting for compliance with the permit issued <br /> by them, and request they provide a written report to the City of <br /> Hugo prior to September 28, 1983. <br /> All aye. Motion Carried. <br /> RESIGNATION - JAMES R. WISNER <br /> On 9/13/83, the City received the resignation of Jim Wisner, effective 9/30/83. <br /> MOTION: Schwab made motion, Peltier seconded, that the City of Hugo hire Mr. <br /> Ronald L. Gray as a permanent part-time employee, at $5.00/hour, ef- <br /> fective 9/20/83. <br /> All aye. Motion Carried. <br /> 5.2 Robert Ricci - Rezoning <br /> Mr. Ricci is proposing the rezoning of property from CB to SFU to allow for <br /> multiple family dwellings. Mr. Ricci then asked the City Council to cancel his <br /> request for rezoning. The two parcels will remain in their respective zones - <br /> CB and SFU. He is now proposing the placement of a 6-plex on the SFU lot. The <br /> lot will accommodate the building and meet the necessary setback requirements, <br /> as well as the required number of parking slots for each unit. A Special Use <br /> Permit is still required in the SFU zone. There is a sewer stub for the SFU <br /> lot but none for the lot zoned CB. There was some question as to the actual pro- <br /> perty lines for the two parcels after review of the .as built for the sani sewer. <br /> Any sewer work would be paid for by the developer. <br /> MOTION: Peltier made motion, Vail seconded, allowing Mr. Robert Ricci to withdraw <br /> his application for rezoning. <br /> All aye. Motion Carried. <br /> Mr. Ricci presented a rough sketch of the new proposal, and will prepare a more <br /> suitable site plan when he appears before the Planning Commission on 9/28. Vail <br /> suggested that the PC address the following matters during review of the SUP: <br /> parking, drainage, setbacks, no access/egress to Lower 147th Street, and shrubs. <br /> Mayor McAllister stated that the City would be looking at a letter of credit to <br /> guaranty the conditbns of the SUP. <br />
