October 17, 1983 92 <br /> 5.3 Ronald Granger - On-Sale Liquor License Hearing (8:00 PM) <br /> The city scheduled a hearing for 8:00 PM to hear any comments regarding the applica- <br /> tion of Ronald Granger for an on-sale liquor license/Sunday for Paul's Pizza. There <br /> was no one present to make comment. The Sheriff's Department sent a sstisfactory <br /> recommendation regarding a criminal history. Mr. Granger is aware of the financial <br /> guarantees necessary for these licenses, and will be submitted if granted. <br /> MOTION: Schwab made motion, Peltier seconded, to grant the following licenses to <br /> Ronald Granger for the establishment known as PAUL'S PIZZA: ON SALE <br /> INTOXICATING LIQUOR AND ON SALE SUNDAY LIQUOR, in the amount of $425.01 . <br /> All aye. Motion Carried. <br /> 5.4 Joe Oman - Amended Special Use Permit <br /> Mr. Oman is proposing the expansion of the Twin Pine Trailer Park to include 28 <br /> new units. The Planning Commission recommended approval subject to seven con- <br /> ditions that are available in the file. Karla Wahl, attorney for Mr. Oman, was <br /> present and stated that it was their position that the city could not require <br /> Mr. Oman to install fire hydrants. They contend that the state regulations for <br /> mobile home parks would supersede any conditions required by the city. Fire <br /> Chief, Ron Istvanovich, submitted a report stating his recommendation that three <br /> fire hydrants be installed in the expansion. He also enclosed pertinent portions <br /> of the UNIFORM FIRE CODES. There was some discrepancy as to whether the portions <br /> submitted were adopted codes. Mayor McAllister stated that he would like to talk <br /> directly to the Fire Marshall prior to taking any action on this matter. <br /> Roger Nelson, engineer for the park, stated that the cost for three hydrants and a <br /> 6" main would be approximately $15,000 to $20,000. Should Mr. Oman hookup to the <br /> city's water service, easements would have to be provided for normal utility main- <br /> tenance. <br /> It was Mayor McAllister's recommendation that the city should know for sure whether <br /> the codes addressed by the Fire Chief have actually been adopted. Ms. Wahl was in- <br /> formed that the next regular Council meeting was 11/7. She stated that that would <br /> be too late and the project would have to be dropped. Rather than delay action on <br /> the ASUP, the city could approve the application contingent to the requirements <br /> of the State Board of Health standards being met. The plans have been submitted <br /> to the State and should be approved next week. She reminded the Council that <br /> they are considering only the expansion and not the established park. <br /> Mayor McAllister stated that it was his opinion that the city would allow Mr. Oman <br /> to hookup to the city water supply. However, his opinion will change if the <br /> city is not allowed the use of the water. If Mr. Oman would have to install a <br /> private fire system, the city would require engineering specifications. <br /> Ms. Wahl requested the Council to take action on the matter this night or possibly <br /> set a Special Meeting prior to 11/7. <br /> M)TION: McAllister made motion, Schwab seconded, that the matter be tabled until <br /> the Special Meeting on November 2, 1983, at 7:00 PM, to consider the <br /> application of John J. Oman for an Amended Special Use Permit. The City <br /> Attorney will provide the Council with information regarding the current <br /> Minnesota requirement for fire codes in manufactured have parks. <br /> All aye. Motion Carried. <br />
