98 November 7, 1983 Wilbur Harris - cont. Rice Creek approval was obtained 7/27/83, thereby creating a delay in the permit process. Mr. Flannery stated that local contractors have been employed and con- struction could start immediately. Mayor McAllister reviewed the SUP as issued in April, and determined that none of the conditions have been met. An on-sale liquor license cannot be issued to a non-existent 'building. It was determined that the City would not reduce the 5R0,000 Letter of Credit insuring the septic system. MOTION: McAllister made motion, Peltier seconded, to approve the Amended Special Use Permit for Wilbur Harris Investment, Inc. , subject to the following conditions: 1 . That Mr. Harris apply for and pay fees, and obtain a Building Permit from the Building Inspector, within 30 days. 2. That the SAC charges for the building be paid along with the Building Permit. 3. That the Letters of Credit that are required by the original Special Use Permit be posted within 30 days. 4. That the original SUP and the Amended SUP be signed by Mr. Harris within 30 days. 5. The City of Hugo commits itself to reserve one (1) on-sale liquor license for Mr. Harris until August 1 , 1984. McAllister withdrew his motion. 9.0 CLERK The clerk requested the Council set a Special Meeting for November 21 , 1983, at 6:00 PM, for the purpose of discussion of the punchcard voting system. Mr. Herb Reissner, E. L. Marketing, will make the presentation and answer any questions. MOTION: McAllister made motion, Peltier seconded, to set a Special Meeting of the City Council for November 21,1983, at 6:00 PM, for the purpose of discussion of the punchcard voting system, and other city business. All aye. Motion Carried. The city received a letter from Esther Weigel requesting a 90 day extension for reservation on an on-sale liquor license. MOTION: McAllister made motion, Peltier seconded, that the City of Hugo reserve an on-sale liquor license for Mrs. Esther Weigel for another 90 days, and advised that the matter will not be on the agenda again until the Building Inspector has received an acceptable set of interior plans for the building. All aye. Motion Carried. MOTION: McAllister made motion, Vail seconded, that the City of Hugo accept the resignation of Marvin LaValle as acting Sewer Superintendent, and that the Mayor sign a letter to Mr. LaValle expressing appreciation for carr munity service. All aye. Motion Carried.
