JANUARY 2, 1973 MINUTES OF PROCEEDINGS OF THE VILLAGE COUNCIL VILLAGE OF HUGO <br /> Councilman of Ward I, Marvin LaValle was sworn into office prior to the meeting date. <br /> Before the meeting began, the new Councilman at Large, Don Lease, was sworn into <br /> office. <br /> The meeting was called to order at 7:10 P.M. by Mayor Carlson. Roll was called: <br /> Carlson, LaValle, Leroux, Bjorum, Lease present. <br /> The general and water department claims were reviewed and approved. The minutes of <br /> December 18 were corrected to read; Motion made and seconded to amend the Ordinance <br /> #110, the Model Subdivision Regulation Code for Communities in Washington County, to <br /> include paragraph 614.17. Motion carried, the minutes were then approved after correction. <br /> Mayor carlson stated that one year ago today, the Village was not yet incorporated. There <br /> was still Oneka Township and the old Village of Hugo. Many things had happened in that <br /> one year. <br /> The Village had kept well within the Budget for 1972. <br /> The Sewer and Water Committee worked with the Metro Sewer Board and Village Engineer, <br /> Howard Kuusisto, in preparing a basic engineering plan as to where Hugo could put its <br /> sewer. The Sewer Committee now will have to come up with a basic operational system <br /> and a long term revenue pian to pay for it. <br /> The Planning Commission hired Design Planning Associates of Minneapolis to help them <br /> come up with a Comprehensive Plan for the Village. In the next couple of months, <br /> together , they should have a land use plan, transportation plan, community facilities <br /> plan, zoning ordinance, and a sanitary systems ordinance. <br /> The Ordinance Committee reviewed several ordinance and surrounding area Village Codes. <br /> During 1973 they shall develope a complete Village Code for Hugo. <br /> The Fire Department compaigned for new fire equipment and got it through a $550000.00 <br /> Bond Issue passed unanimously in the November General Election. The Department is now <br /> preparing specs for the new equipment. <br /> The Police Department installed a new chief, 3 part time police officers, built a new <br /> police office, and acquired a new squad car. <br /> The Street Department spent $329000.00 on basic road maintenance grading, plowing, <br /> sanding, etc. In 1973 they hope to develope a 5 year road maintenance plan, and will attempt <br /> to prepare a Village Right of Way Map. <br /> Mr, Vern Peloquin appeared before Council to get their approval of his selling a 100 x <br /> 225 lot on Oneka Lake Blvd, The Planning Commission said it was alright with the pro— <br /> vision that no other piece of property be sold without a sketch plan. Attorney Johnson <br /> suggested the Council require Mr. Peloquin have his land surveyed to get a proper legal <br /> description and they can approve at that time. <br /> Clerk Burkard reported that Ehlers and Associates had sent a sample copy of a Resolution <br /> Approving The Preliminary Engineering Report and Calling For a Public Hearing on <br /> Sanitary Sewer Improvement #1973-1. <br /> Burkard also stated that Ordinance #110 had been published in the White Bear Press <br /> last week and Ordinance #111 would be published this week. <br /> Pam Bjorum reported for the Ordinance Committee that they had had no meetings in <br /> December. <br />
