JANUARY 159 1973 MINUTES OF PROCEEDINGS OF THE VILLAGE COUNCIL VILLAGE OF HUGO 1117 <br /> The meeting was called to order at 7:06 PM by Mayor Carlson. Roll was called. <br /> Carlson, LaValle, Leroux, Bjorum, and Lease present. <br /> The claims were reviewed for payment and #3 claim was corrected to read <br /> Social Security Report. Claims approved after correction. <br /> Leroux moved to appoint Don Lease as Village Health Officer. LaValle seconded. <br /> Motion carried. <br /> Mayor Carlson read a report from Theodora Peltier concerning rats at Sunset Lake <br /> in the Spring of 1972. She had investigated several complaints, but found no <br /> visible evidence of rats. The Hugo Feed Mill could supply anyone with the infor— <br /> mation as well as the material to extinguish rats. <br /> Clerk Burkard read a letter from Barton Constriction Company's lawyer, John H. <br /> Rheinberger, regarding a Mining Permit for Barton. The import of the Letter <br /> stated Barton is not engaging in any operation presently, and they don't feel <br /> the necessity for a permit at the present time. Attorney Johnson said if they <br /> intend to remove the stockpile, they need a permit, whereas if they were going <br /> to abandon the whole project, there would be no need for a permit. He suggested <br /> indicating to them the sections of the Ordinance which are applicable. Don Lease <br /> stated that the Ordinance said a permit is needed for storage, also. Motion made <br /> by Bjorum, seconded by Leroux that Charles Johnson respond to Mr. Rheinberger's <br /> letter regarding Barton's need for a Mining Permit. Motion carried. <br /> A letter was read from Lyle Doerr, Washington County Building Official, regarding <br /> a complaint about the discharge of sewage and/or septic tank effluent into the <br /> roadside ditch on County Highway # 4070th Street No.) and Henna Avenue. Inasmuch <br /> as this property is located in the Village, he requested that the Village look <br /> into the matter. Don Lease is going to call Washington County to find out whose <br /> property this is. <br /> Joseph Waters appeared before Council concerning his obtaining a building permit <br /> for a lot he has purchased from Fred Fulbright. Mr. Waters had had only part of <br /> the lot surveyed, and Bill Schwab had wanted all of it done. Mayor Carlson asked <br /> Mr. Waters to call Bill Schwab for his suggestions. <br /> The next item on the agenda was the amendment or deletion of the Police Ordinance, <br /> as the part time men would have a hard time getting 'into BCA School. Carlson <br /> moved and LaValle seconded the motion that Item 1 of Subdivision 3, Section 5, of <br /> Resolution #14, the Police Resolution, be deleted. Motion carried. Bjorum wanted <br /> it known however, that just because of this action, the part time men should not <br /> stop trying to get into the School whenever possible. <br /> Richard Vail appeared before Council with subdivision of land in the North <br /> end of Evergreen Hills. He brought with him, his application in duplicate, <br /> 12 copies of the plat, and his check for $80.00. It is now to be referred to <br /> the Planning Commission. <br /> The status of Mobile Home Permits was discussed. Regarding LaMotte, Johnson <br /> said thay felt they didn't need a permit since they paid real estate tax. <br /> Don Lease informed the Council the LaMotte has a recreational license which <br /> states he is allowed one trailer. Attorney Johnson is to look into the matter <br /> further. <br /> Motion made by Bjorum, seconded by Leroux that Clerk send letter to Lyle Lehner <br /> informing him he is violation of Oneka Ordinance #8, (Mobile Home Permits). <br /> His permit is no longer valid and cannot be renewed. Motion carried. <br />
