FEBRUARY 59 1973 MINUTES OF PROCEEDINGS OF THE VILLAGE COUNCIL VILLAGE OF HUGO x <br /> The meeting was called to order by Mayor Carlson at 7:09 PM. Roll was called: <br /> Carlson, LaValle, Leroux, Bjorum, and Lease present. <br /> Motion made by LaValle seconded by Leroux to correct the minutes of January <br /> 2nd to read that Dan Spitzer was appointed to the Planning Commission for a term <br /> of four years, not three. Motion carried. Minutes approved as corrected. <br /> General and Water Dept. Claims were approved after review. <br /> Representative Jerome Belisle appeared before Council concerning the additional <br /> liquor license for the Village. He said the bill had claeared the Senate Committee <br /> and is scheduled for a House Committee meeting on Thursday, February 8, 1973, Mr. <br /> Belisle also asked the Council to send him resolutions regarding things they wanted <br /> or dkV t want an he would work on them. <br /> Richard Hill appeared before Council concerning his application for a Special Use <br /> Permit to raise dogs on his property. Motion made by LaValle, seconded by Bjorum <br /> that Richard Hill be granted a Special Use Permit for a dog kennel subject to the following <br /> conditions contained in a letter from Bill Schwab, dated January 16, 1973: <br /> 1. The Special Use Permit be limited to the keeping of six dogs over four <br /> months of age. If at some point in the future Mr. Hill desires to increase <br /> the kennel size past six dogs, it would be necessary for him to obtain <br /> an amended special use permit. <br /> 2. The dennel to be located on the property in such a way that the dog runs <br /> are on the south side of the building or toward the interior of the lot. <br /> The dogs runs to be fenced and the runways to be of either concrete or asphalt. <br /> 3. The drainage from the kennel and dog runs to go into a separate septic tank <br /> with a drainfield for disposal. <br /> 4. The kennel to be insulated with a minimum of four inches of insulation or <br /> some other acceptable material which will act as a sound barrier. <br /> 5. Should complaints due to noise be received in the future, the Village Council <br /> or Planning Commission may hold a public hearing to determine the extent of <br /> the nuisance being created and if they find sufficient evidence that there is <br /> a nuisance being created, they may amend the special use permit by including <br /> special conditions which may be necessary to eliminate the nuisance. <br /> Motion carried unanimously. <br /> Lyle Lehner appeared before Council regarding his invalid Mobile Home Perm it. He <br /> said he has always paid his fees on time and he simply has to have the trailer for <br /> a watchman on his property. LaValle stated that he would like getting together with <br /> Charles Johnson to discuss mobile home permits. Motion made by LaValle, seconded by <br /> Bjorum to table Lyle Lehner Mobile Home Permit until the meeting of February 20, 1973. <br /> Motion carried unanimously. <br /> Pam Bjorum reported for the Ordinance Committee that in the future their meetings will <br /> be held on the last Thursday of the month at 7:00 PM. Regarding the new Village Code, <br /> Jack Devney has a numbering system and titles, and the committee is trying to take the <br /> best of the Old Village and Oneka Township ordinances if they apply to the Consolidated <br /> Village and get new ordinances if none apply. They have been working on ordinances con— <br /> cerning election, fire, and civil defense, and next month will cover streets, sidewalks <br /> parks, and police. Attorney Johnson stated that as they get sections completed, he will <br /> check them. <br /> Alex Guertin from the Department of Natural Resources appeared concerning the discon— <br /> tinuing use of fire wardens. Open Burning in Washington County is to be left up to the munici— <br /> palities; whether they want permits issued through the Village Hall, Fire Dept., or still <br /> have a Fire Warden. Mr. Guertin also stated that the Village should also have a Burning <br /> Ordinance stressing safety and protection of private property. As far as air pollution is <br /> concerned, the Village is covered under the Minnesotat State Law. <br />
