MARCH 199 1973 MINUTES OF PROCEEDINGS OF THE VILLAGE COUNCIL VILLAGE OF HUGO <br /> t <br /> The meeting was called to order at 7:07 PM by Mayor Carlson. Roll was called: <br /> Carlson, LaValle, Leroux, Bjorum, and Lease present. <br /> Paragraph 59 Page 1 of the minutes of March 5th were corrected to read that the road <br /> request of Tom Pogreba was referred to the Village Attorney and Village Engineer for <br /> their investigation, not identefication. The last sentence of page 4, paragraph 3 was <br /> deleted where it stated "Tom Crever said he certainly trys to check the land unless <br /> he knows it very well." <br /> Minutes approved as corrected. <br /> Village claims for payment were approved after review by Council. <br /> Jerry Dube didn't attend the meeting, but sent Mayor Carlson a note regarding <br /> several road problems in the village; 157th St. closed between Harrow and Homestead, <br /> 125th St. closed at Sunset Lake, 170th Sto closed from Marier's to Henna Ave., <br /> and 177th St, closed between Henna and Greystone. <br /> Carlson reported that Albert Quie will forward information on the village HUD <br /> applioatication as soon as it is known. <br /> A letter from the Washington County Planning Department was read concerning an Open <br /> Space Program for the County. A meeting is to be held on March 21, 19739 7:30 PM <br /> at the Oakland Junior High School in Lake Elmo, and any of the Council or interested <br /> citizens are urged to attend. <br /> A letter from State Representative Jerry Belisle was read wherein he stated that <br /> final information regarding the additional Liquor License for the village should <br /> be out in the neat two weeks. <br /> Mayor Carlson reported that he had attended a meeting in Brooklyn Center on March 15th <br /> concerning a proposed uniform electric franchise between Northern States Power <br /> Company and approximately 30 communities in the Metro area. The organization holding <br /> the meeting, who wants to set up a Rate Authroity had another alternative, which <br /> would be a joint agreement between these communities. If enough communities enroll <br /> in membership, the organization to be know as Metro Rate Authority would hold their <br /> first annual meeting April 2, 1974. Motion made by Carlson and seconded to give the <br /> Proposal For A Metro Rate Authority to the Sewer and Water Committee for their <br /> recommendation by the 16th of April. Motion carried. <br /> Fire Chief Ken Granger appeared before Council with Specs for the new fire truck. <br /> He had drawn blue prints for the truck and had written a 7 page report on specifica— <br /> tions, some of which he explained to the Council. Concerning color of the new <br /> equipment, Granger said the firemen would like yellow, but he'd like to stay with <br /> red. He stated that North Branch and Roseville have or are getting yellow equipment. <br /> LaValle questioned whether Engineer Kuusisto could draw the blue prints to scale <br /> when giving out for bids. <br /> Howard said he could draw them, but we should require the successful bidder to supply <br /> approved drawings. Motion made by LaValle, seconded by Lease to refer fire department <br /> truck specifications to the Village Attorney for his legal opinion and to have the <br /> Village Engineer furnish scale blue prints. Motion carried. <br /> Larry Furlong appeared before Council concerning his subdivision plan. He would like <br /> a public hearing scheduled soon as he's rushed for time. Irene Leroux to recommend <br /> to the Planning Commission that they should schedule a public hearing for Furlong in <br /> April. <br />
