MAY 21 1973 MMMM,S OF PROCEEDINGS OF THE VILLAGE COUNCIL VILLAGE OF HUGO <br /> The meeting was called to order at 7:00 PM by Mayor Carlson. Roll was called: <br /> Caxlsont LaVallev Bjorumv and Lease present. Leroux absent. <br /> Minutes of the May 7th regular meeting and May 8th Sewer Hearing were approved as <br /> presented. <br /> The village general claims for payment were approved as presented. <br /> Two announcements were than made: Hugo Good Neighbor Days will be held this year June <br /> 89 9, & 10, and Mrs. Gus Ebeling had received a trophy from the White Bear School <br /> District as the outstanding woman of the year. <br /> Royal Tool and Engineering appeared before Council concerning the denial of a Special <br /> Use Permit for a commercial building by the Planning Commission. Mr. Bigelback from <br /> Royal Tool questioned whether a Special Use Permit would be granted if percolation <br /> tests would pass. Mayor Carlson said there is also the fact that promises made to the <br /> Village from Grace Development had been unkept. According to Attorney Johnsons the <br /> minutes of Oneka Township, 1968 state that vacation of 130th Street is a condition <br /> of a Special Use Permit granted Grace Development. It appears that Grace Development <br /> is obligated to maintain streets until they are accepted by the Village. Ken Tschida <br /> of Grace Development stated that they did maintain streets in the Industrial Park <br /> and also Oak Shore Park and then the Township decided to take over the Industrial <br /> Park streets. Apparently, this was a misunderstanding on Mr. Tschida's parts according <br /> to Oneka Township the Industrial Park and the problem of Royal Tool solved as soon as <br /> possible. Don Lease suggested that the Village contact Metro Sewer Board regarding <br /> a connection to the trunk line, and that LaValle get together with Ken Tschida, <br /> Engineer Kuusistog and Attorney Johnson regarding a road age-ement on 130th Street. <br /> Motion made by Leaser seconded by Bjorum to approve Job Orders 31047 and 31022 for <br /> Northwestern Bell Telephone Co. Motion carried. <br /> Motion made by Leaser seconded by LaValle to grant a Mobile Home Permit for Robert <br /> LaCasse, 6010 170th St. Not under Paragraph Ct Section II of Oneka Ordinance # 8. <br /> Motion carried. <br /> Motion made by Bjorumg and seconded to invest $2500.00 from Water Revenue Funds <br /> into savings certificates. Motion carried. <br /> Clerk Burkard reported that he had talked with Idor Pederson regarding the George <br /> King propertyv and will get a call back from Mr. Pederson. Burkard also reported he <br /> had gotten forms from Washington County concerning the removal of junk cars for Village <br /> residents. <br /> Mayor Caxlson stated that the Planning Commission will hold a special meeting on May <br /> 30th at 8:30 PM to work on the Zoning Ordinance. Dan Spitzer mentioned that the Council <br /> and public are invited to all the Planning Commission meetings. <br /> A representative for Bruce Kelly appeared before Council regarding the granting of a <br /> Special Use Permit for a pole barn for storage of antique cars. Dan Spitzer of the Planning <br /> Commission stated that they recommended granting the permit with conditions. Motion made <br /> by Bjorum, seconded by LaValle to grant Special Use Permit to Bruce Kelly, 17112 Farnham <br /> Avenues or EJ of NJ of SJ of W4 of SE-41 of Section 6, Township 31 Range 21t Washington <br /> County Minnesota (Legal description checked with Wash. Co.) to build a pole barn for the <br /> storage of antique cars subject to the following conditions from the Planning Commission: <br /> 1. Use of building restricted to the storage of antique automobiles by a private collector. <br /> 2. Building not to exceed 40 x 56 feet. <br /> Motion carried. <br /> Dan Spitzer stated when the name of Norm Horton came ups that Mr. Horton has been very <br /> cooperative with the Planning Commission regarding his obtaining a junk yard license, and <br /> he will be at the June 4th Council meeting. <br />
