MAY 219 1973 73
stated that several businessmen had found it a hard thing to do. The bank seems to be
more of a small loan operation. Pam Bjorum stated it would be nice to have the central
business district developed before a shopping center is put up on the edge of the Village.
Joe Marier said perhaps a planner could be hired to discover how the central business
district could be upgraded. Don Lease stated that Hugo's businessmen should have the first
chance at obtaining land for planned unit developments rather than have new businessmen
come in. Gene Peltier said some businessmen who started with a huge mortgage and are
finally getting it down to where they can live nicely, don't care to get another huge
mortgage for remodling. According to Dan Spitzer, the Village should take the first step
by getting together with the fiscal agent to discuss the possibility of Municipal Bonds
to revamp the business district, at no tax levy to residents. He said other communities
have done this and it worked out very well. Peltier stated that the businessmen hold
their meeting the last Wednesday of each month, and the Council and public are invited
to attend.
Howard Kuusisto had prepared a report on the Bald Eagle Industrial Park in regard to
sewer, street improvements, and drainage. A water sytem was not touched upon, but
Howard said the idea of a separate water system in that area is feasible. Cost of the
project is approximately $6459000 for the entire park. Howard would like the report given
to the Sewer Committee for their review. Charlie Johnson said certain procedures had to
be followed regarding getting a sL*wer connection in that' area, such as meeting with
the Metro Sewer Board, etc. He also mentioned the Sewer Board doesn't care for spot
development.
Motion made by Carlson, seconded by LaValle to grant an On Sale Beer License for June
2nd and 3rd to the Hugo Slow Pitch Team, Carlson, Bjorum, LaValle for Lease opposed.
Motion carried.
Motion made by Lease, seconded by Bjorum to have Police Chief Gunderson investigate Bur
Lar mining operation.
