JUNE 189 1973 MINUTES OF PROCEEDINGS OF THE VILLAGE COUNCIL VILLAGE OF HUGO <br /> The meeting was called to order at 7:00 PM by Mayor Carlson. Roll was called: Carlson, <br /> LaValle, Leroux, Bjorum, and Lease present. <br /> Minutes of the June 4th council meeting were approved as presented. The June 11th minutes <br /> had three corrections as follows: Page 1 paragraph 29 the council allocate $25,000.00 for <br /> road projects; page 2 paragraph 59 Charlie Johnson's name should be left out of the conver- <br /> sation regarding Jack Devney; and page 3 paragraph 2 should read "Howard Kuusisto is to try <br /> to locate sufficient monuments so fence can be taken down where road should be". Minutes <br /> of June 11th approved after corrections. <br /> The village general and water claims were approved after review. <br /> Clerk Burkard showed the notice of bids for new fire equipment which had been published in <br /> the official newspaper, and bids were then openddo Bids were as follows: <br /> 1. Viking Industrial Center, St. Paul, Pumper Equipment Article B for $1235.00. <br /> 2. BrovA Mpls. Tarek & Fabricating Co., Mpls„ Tanker Optional Equipment Article C for #3064.50 <br /> and Tanker Article B for $6955.00. <br /> 3. General Safety Equipment Corp., North Branch, Pumper and Equipment Article A for $24,275.00 <br /> 4. Howe Fire Apparatus Co., Anderson, Indianna, Pumper Article A for $22450.00, Articles <br /> A & C for $33,605.00, Optional Equipment Article B separately for $6747.00, Tanker <br /> without Chassis for $9988.00, Tanker Optional Equipment for $2134.50, and alternate <br /> proposal for B & C for $119500.00. <br /> 5. Minnesota Fire Equipment Co., St, Paul, Pumper Optional Equipment for $5906.80 and <br /> Tanker Optional Equipment for $2045.98. <br /> Motion made by LaValle, seconded by Lease to refer Fire Equipment Bids to fire chief and <br /> engineer for their review. Motion carried. <br /> Motion made by Leroux, seconded by Bjorum to return late bid received at 7:25 PM to Forest <br /> Lake Motors. Motion carried. <br /> Motion made by Lease, seconded by Leroux to approve state application for permit for com- <br /> sumption and display of intoxicating liquor for KC Plaza, 12122 Everton Avenue for $300.00 <br /> Motion carried. <br /> Motion made by Carlson,seconded by Leroux to approve NSP application #749960 for underground <br /> cable on Goodview Avenue. Motion carried. <br /> Attorney Johnson stated he had done nothing further on the village code, as he had been <br /> busy with other matters. <br /> Concerning the Norm Horton Auto Dismantling Yard, Charlie Johnson said there was a dis- <br /> crepency as to whether Mr. Horton was to get a Specail Use Permit for a Junk Yard Linense, <br /> A Mr. John Imre had applied at the clerk's office for a Junk Yard License on the Horton <br /> property, but Johnson said the ordinance stated the owner be granted license, not the operator. <br /> Marvin LaValle questioned why two operators should be allowed on the Hortoa property. Johnson <br /> stated that due to a financial burden, Horton wanted to lease to two parties. They would <br /> operate under his license, and he would be reponsible for them. Motion made by Carlson, <br /> seconded by Bjorum to grant Special Use. Permit to Norm Horton Sr. for operation of an <br /> Auto Dismantling Yard at 16705 Forest Blvd., as detailed in attachment A of Charlie Johnson's <br /> letter to Council dated June 18, 1973. Motion carried. (A copy of attachment A is filed in <br /> clerk's office along with Special Use Permit). Motion made and seconded to amend previous <br /> motion toreed Charlie Johnson's letter to the council dated June 18, 1973, with the stipu- <br /> lation that article # 13 date changed to November 1, 1973. Motion carried. Motion made by <br /> Bjourm,seconded by LaValle that clerk's office refund to Mr. Horton $7.001, as he had paid <br /> $32.00 rather than $25.00 for a Special Use Permit. Motion carried. <br />
