June 18, 1973 <br /> Mr. Bury of Bur-Lar Mining appeared before council regarding amending his mining permit <br /> and discussion of the matter was held by council, Charlie Johnson, and Mr. Bury. Johnson <br /> felt the area to be mined should be better defined as far as a legal description is con- <br /> cerned. Mayor Carlson questioned whether the County approved of the use of Co. Road 8A, and <br /> was told Mr. Bury had obtained their verbal approval. Motion made by Carlson, seconded by <br /> Leroux to amend mining permit for Bur-Lar issued January 159 1973, as specified by mining <br /> permit amendment # 1 issued June 18, 1973. Motion carried. <br /> Tom Perzichilli appeared regarding his obtaining a special use permit to put up a building <br /> on the McCullough property. A recommendation from the planning commission was read, stating <br /> the special use permit should be issued contingent upon two conditions: 1. McCullough pro- <br /> perty go through aminor subdivision., 2. a registered land survey be obtained. Mr. Perzichilli <br /> had been under the impression he would be granted a specail use permit if he only brought <br /> a land survey to council and showed them where the building would b e located. Dan Spitzer <br /> stated that Perzichilli and McCullough could get on the planning commission agenda June <br /> 19th if they filled out an application for minor subdivision befor that time. Clerk's office <br /> was to see that the planning commission secretary got the information Tuesday. <br /> Fischer Mining appeared regarding a renewal of their mining permit June 18, 1972. Charlie <br /> Johnson had prepared a renewal permit which he explained to the council. He also stated <br /> he thought the annual inspection fee should. be reduced to $700.00 this time. The last <br /> permit required an inspection fee of $1500.009 and only $820.20 had been used, leaving <br /> a balance of $67980 which clerk's office will keep, along with a check for $20.20 Fischer <br /> will send, to take care of the $700.00 fee for this year. The items in the renewal permit <br /> were discussed by council and Fischer, and everything was in order. Motion made by Carlson <br /> and seconded that Mining Permit Renewal # 1 b e granted to Fischer Construction Co., Inc. <br /> for one year. Motion carried. <br /> Next item on the agenda was the subdivision greement between the village and Royalhaven <br /> Estates, which Charlie Johnson had prepared, copies of which went to the council for their <br /> review and discussion. Motion made by Carlson, seconded by Leroux to adopt conditions of accep- <br /> tance of plat for Royalhaven Estates 2nd Addition, Village of Hugo, Minn. Carlson, LaValle, <br /> Leroux, & Bjorum for, Lease opposed. Motion carried. It is noted that Lease was opposed be <br /> cause a few changes were to be made by Charlie Johnson, and he thought they should be made <br /> before agreement was adopted. <br /> Motion made by Lease and seconded to adopt Resolution #21, A Resolution Approving Special <br /> Legislation Relating To The Number Of On-Sale Liquor Liceises for The Village Of Hugo. <br /> Motion carried. <br /> Discussion was then held on a financial policy for maintenance of streets and roads. Carlson <br /> felt that as property is built up along a road, the road should be improved. (blacktopped) <br /> The council would decide how this would be financed. Lease and LaValle felt road constrnc- <br /> ti=:ahould be paid through a mell levy. LaValle actually thought this financial policy <br /> should be put off until the village had a good road plan. Motion made by Carlsen, seconded <br /> by Lease that it b e established as policy that street maitenance should be paid as follows: <br /> A. Maintenance - The village should maintain all roads with general funds. All new roads <br /> shall be accepted only when they are built by the owmer according to village standards. <br /> B. Improvements - Improvements of existing roads required by their increased urban use over <br /> and above the mineral benefit should be paid by special assessments. Carlson for, <br /> LaValle Lease, Leroux, and Bjorum opposed. Motion failed. <br /> Regarding an equipment rental fund, LaValle is working on the problem. <br /> It was noted that the village comprhensive plan is being reviewed by the Metro Council and <br /> their rocommendation should be coming shortly. <br /> The village interim zoning ordinance is being worked on by the planning commission, and they <br /> will meet again discussing the same subject on June 21st and will have a work session with <br /> council on June 25th. <br />
