S PTEPMER 4, 1973 11INU E'S OF PRO =DINGS Or, THC VILLAGE COUNCIL VILLAGE OF HUGO r <br /> The meeting was called to order at 7:06 PM by acting mayor, Marvin LaVallev Roll was <br /> called: LaVallev Lerouxp Bjorumt & Lease present. Mayor Carlson arrived at 7:16 PM. <br /> Minutes of the August 20th meeting were approved as presented. <br /> Number eleven of the general claims for payment was deleted, and general claims were then <br /> approved. Water department claims were also approved after review. <br /> Applications were then taken up.Motion made by Bjoruml, seconded by Leroux to rent soft ball <br /> field to Allan Werling for a soft ball tournament on September 15 and 16 for a cost of <br /> $100.00. Motion carried. Motion made and seconded to approve On Sale Non—Intoxicating Malt <br /> Liquor License for Allan Werling for soft ball tournament on September 15 and 16. Motion <br /> carried. <br /> Motion made by Leroux,, seconded by Lease to approve NSP Project -#G763667 for gas mains on <br /> 152nd Street No. and Highway # 61. Motion carried. <br /> Discussion was then held on the Village Code. Motion made by Carlsong seconded by Lease <br /> to approve Chapter 98—Fencest Chapter 266—Signs, Chapter 219 Parking & Loading, Article <br /> 110 Chapter 2—Fire Prevention & Burning . and Chapter 200—Nuisance. Motion carried <br /> unanimously. <br /> Council discussed the proposed zoning ordinance and decided to hold a meeting with the <br /> planning commission on the matter. Motion made by Carlson,, seconded by LaValle to hold <br /> a special meeting on September 20th at the village hall at 8:00 PM with the planning <br /> commission for discussion on zoning. Motion carried. <br /> Motion made and seconded to purchase post cards from the post officev have printed, and <br /> send to citizens regarding the proposed zoning ordinance. Motion carried. <br /> The Washington County Highway Department had sent detailed plans for realignment of CSAH <br /> # 4 and also related resolutions which the councils attorney and engineer were to review. <br /> Mr. Ben Goldberg appeared before council regarding a liquor license if he purchases Nash— <br /> ville North Ballroom from Earl Forsblad,, Attorney Johnson stated that no license can be <br /> issued until February of 1974, and he would like time to look further into the matter. <br /> Motion made by Carlson# seconded by Lease that village attorney be authorized to prepare <br /> a statement as to the status and disposition of the additional liquor license granted to <br /> the Village of Hugo by the 1973 Minnesota Legislature. Motion carried. <br /> Regarding Evergreen Hills 2nd and 3rd Additions,, engineer Kuusisto reported he had worked <br /> on a proposed solution and had sent data to Bill Schwab. Motion made by LaValle and seconded <br /> to correct minutes of August 6th meeting to show that the motion regarding Evergreen Hills <br /> 2nd and 3rd Additions failed. Motion carried. <br /> Regarding the Grace-Development Special Use Permit, it had been referred back to the <br /> planning commission, and they recommended a 6th condition regarding interior metal facing <br /> on interior walls of the building. Attorney Johnson mentioned that Ken Tschida had given <br /> him proof of ownership dated 1962, and this should be brought up to date in order to be <br /> correct. Motion made by Carlson, seconded by LaValle to grant a Special Use Permit to <br /> Grace Development Company (Metropolitan Steel Fabricators being the lessee of the south <br /> 88 feet) subject to conditions recommended by the planning commission with the addition <br /> of the following conditions; 7. That Grace Development Co. provide documents showing their <br /> ownership of Lot 1 Block 2 of Bald Eagle Industrial Parke all being in Section 30.8. Upon <br /> change of ownership or leaseev Special Use Permit shall come up for renewal before the <br /> village council. Motion carried. <br /> Lauren McCullough appeared regarding well permits. He had not been taking out the permits <br /> before drilling wells, which is violation of the ordinance. Mr. McCullough stated he thought <br /> the well permit should be taken out with the building permit, as they do in other communities. <br />
