SEPTEMBER 179 1973 MINUTES OF PROCEEDINGS OF THE VILLAGE COUNCIL VILLAGE OF HUGO -�-I 4 <br /> The meeting was called to order at 7:04 PM by Mayor Carlson. Roll was called: <br /> Carlson, LaValle, Leroux, Bjorum Present. Lease arrived at 7:30 PM. Minutes of the <br /> September 4th meeting were approved as presented. <br /> An addition was made to the general claims for payment for # 14-Mark Pelletier $40.00. <br /> Claims approved as corrected. <br /> Mayor Carlson reported that he had received a letter from Washington County Sheriff ED <br /> Westphal regarding the county starting a county wide crime bureau. The council thought <br /> Chief Gunderson should look into the matter to see if it would be advantageous. <br /> The mayor also received a letter from Governor Wendell Anderson promoting United Nations <br /> Week, and one from Mayor Lawrence Cohen of St. Paul advocating associate membership in the <br /> Ramsey County League of Municipalities. A letter was also received from Steve Bernard, <br /> White Bear Lake City Manager, regarding a gas rate authority, similar to the electric <br /> rate authority set up. <br /> A letter was received in the clerk's office from Lino Lakes Village regarding upkeep of <br /> 24th Avenue (Elmcrest Avenue). They stated they felt Hugo should pay one half the cost <br /> of upkeep on that particular road, and sent a bill for $3040.00 along with a contract <br /> for councils signature, whereby the council would agree to pay their portion. Councils <br /> opinion was to ignore the bill and contract agreement. <br /> Irene Leroux reported for the planning commission that they would like the village attorneys <br /> opinion as to the status of planning commission items before them at the present time, <br /> especially those pertaining to subdivision, as the proposed zoning ordinance had as yet not <br /> been passed. She also reported that the Co. Planning Coordinator, Bill Schwab had prepared <br /> a portion of a base map of the village at a scale on one inch to four hundred feet. In <br /> order to complete the map, he would need the authorization. Motion made by Leroux, seconded <br /> by Bjorum to authorize planning coordinator to provide a complete base map of the village <br /> at a scale of one inch to four hundred feet Motion carried. <br /> Clerk Burkard reported that he had gotten a copy of all outstanding plats in the village <br /> and he could get another one : for the. planning commission if they so desired. <br /> Attorney Johnson then gave council members a copy of the water ordinance he had been <br /> working on, for their review. <br /> Regarding CSAH # 4, attorney Johnson had talked with the county highway engineer, and <br /> found that the county will erect and maintain traffic control signs and will leave intact <br /> the portion of the highway to be maintained by village. The county also requires curbcuts, <br /> and driveways will be rebuilt and some reestablished. There should also be a minimum 30 mile <br /> per hour speed limit, Following action was taken: Motion made by Carlson, and seconded thst <br /> village council approve Resolution #22, titled Agreement Between Municipality and County <br /> For Federal-Aid Highway Improvement. Motion carried. Motion made by Carlson, seconded by Leroux <br /> that village council approve Resolution # 23, titled Alignment and Grade Approval Form. <br /> Motion carried. Motion made by Carlson, seconded by Leroux that village council approve <br /> Resolution # 24, covering parking on CSAH # 4. Motion carried. <br /> Mayor Carlson next read aloud a resolution from the Metro East Steering Committee regarding <br /> the guidance of growth of the East Metro Area. This resolution was given the planning <br /> commission chairman for his review. <br /> Regarding the proposed zoning ordinance for the village, the mayor stated Carl Dale had <br /> a few suggestions for changes to be discussed at the September 20th meeting between the <br /> council and planning commission. Dan Spitzer suggested postponing the continued public <br /> hearing a sho Mime to give the commission time to work on changes, but attorney Johnson <br /> stated that since a date had already been set, the council and others involved should <br /> appear at that time. <br />
