NOVEMBER 5. 1973 MINUTES OF PROCEEDINGS OF THE VILLAGE COUNCIL VILLAGE OF HUGO <br /> The meeting was called to order at 7:04 PM by Mayor Carlson. Roll was called: Carlson, <br /> Leroux, Bjorum, and Lease present. LaValle absent. <br /> Minutes of the meeting of October 15th were approved as presented. <br /> Village general claims and water department claims were approved as presented. <br /> Maurice Gessner appeared regarding approval of a minor subdivision. Motion made by Carlson, <br /> seconded by Lease that minor subdivision be approved for Maurice Gessner subject to the <br /> condition that he pay a parkland dedication fee of x50.00. Motion carried. <br /> Motion made by Lease and seconded to granttemporary mobile home permit renewal to Robert <br /> LaCasse under Paragraph C, Section II of Oneka Ordinance #8. Motion carried. <br /> Motion made by Leroux and seconded to appoint Carlson, Lease, and Bjorum to Board of Canvas <br /> to convene on Wednesday, November 7s 1973 at 7:00 PM. Motion carried. <br /> Clerk Burkared reported that a letter had been received from Crimsoncross Kennel stating <br /> they wanted an increase from x25.00 to x35.00 for patrol, and a $1,00 increase in pickup <br /> and boarding fees. In order to comply with this, the village ordinance would have to be <br /> amended. Motion made by Carlson, and seconded to authorize the village attorney to amend <br /> the village ordinance regarding the impounding of dogs to specify $6.00 for pickup and $2.00 <br /> daily boarding. Motion carried. <br /> Motion made by Lease and seconded to grant renewal of Off Sale Intoxicating Liquor License <br /> to Eugene M. Peltier. Motion carried. <br /> Motion made by Lease, seconded by Carlson to grant renewal of Off Sale Intoxicating Liquor <br /> License to Joe's On & Off Sale, Inc. Motion carried. <br /> Motion made by Lease, seconded by Carlson to grant renewal of Off Sale Intoxicating Liquor <br /> License to Robert M. Ricci. Motion carried. <br /> Motion made by Lease, seconded by Carlson to grant renewal of Off Sale Intoxicating Liquor <br /> License to Bill's Bar & Grill, Bill Guse, owner. <br /> Motion carried. <br /> Motion made by Lease, seconded by Carlson to grant renewal of Off Sale Intoxicating Liquor <br /> License to Traeger's Resturant, Irene Traeger, owner. <br /> Motion carried. <br /> Motion made by Lease, seconded by Carlson to grant renewal of Off Sale Intoxicating Liquor <br /> License to Swanny of Hugo, Ino., Swan J. Anderson, owner. Motion carried. <br /> Lyle Lehner appeared regarding the renewal of his mobile home permit, and obtaining a new <br /> permit for Game Breeders of Oneka, Ino., the corporation which purchased his farm. He <br /> stated they intend to rebuild-the old home on the farm in the spring and would like to have <br /> a mobile home there meanwhile, for a man to wrk on the place. Irene Leroux said only one <br /> mobile home housing the office could be justified. Motion made and seconded to grant renewal <br /> of mobile home permit for Lyle Lehner under paragraph D, Section II of Oneka Ordinance # 8. <br /> Motion carried. The petition for mobile home for Game Breeders of Oneka was not acted upon, <br /> and Lyle Lehner will report back to them of the council's thinking. <br /> Motion made by Carlson, and seconded, to adopt Resolution # 299 a resolution relating to the <br /> issuance of the additional On Sale License for the Sale of Intoxicating Liquor in the Village <br /> of Hugo, Minnesota. This license is to be issued to Earl Forsblad of Nashville North on <br /> February 1, 1974• Motion carried. <br /> It was reported that sewer bids for the Industrial Park were opened on October 30th by the <br /> village engineer and he had prepared a written recommendation on the matter to the council. <br /> The lowest bidder was R. D. McLean of Forest Lake with a bid of x28,343.00 which included <br /> excavating, grading, and graveling. The Industrial Park people had escrowed x269812.50 for <br /> the project. Howard-Kuusisto stated that x36,843.00 would be needed to cover engineering <br /> and legal fees, etc. This would mean an increase in the escrow amount by $10,000.00. Motion <br /> made by Carlson, seconded by Lease to advise the owners that are party to Bald Eagle Indust. <br /> rial Park Sanitary Sewer Development Agreement; 1.
