NOVEMBER 149 1973 MINUTES OF PROCEEDINGS OF SPECIAL MEETING HUGO VILLAGE COUNCIL Fir <br /> The special meeting was called to order at 7310 PM by Mayor Carlson. Roll was oalleds <br /> Carlson, Leroux, Lease, and Bjorum present. LaValle absent. <br /> Mayor Carlson stated that the special meeting had been called to interview candidates for the <br /> position of village coordinator. <br /> First to be interviewed was Mr. Bob Burkard, the present village clerk. Don Lease questioned <br /> Mr. Burkard as to what he thought could be done to better the village or to more effeciently <br /> run the village. Mr. Burkard stated in his personal opinion he thought the planning <br /> commission needed some improvement, as at some of their meetings, they had no quorum, and had <br /> to postpone decisions. He also said in the police area, the chief's time could be spent on <br /> police work if some of the, paper work was given to someone such as the planning commission <br /> secretary for completion. With Regard to street and mad maintenance, Mr. Burkard said <br /> someone was needed for all around maintenance, actually. <br /> Pam Bjorum questioned Mr. Burkaad whether things would get done better if a man worked full <br /> time at the job. Mr. Burkard stated he thought Hugo didnft have that much concentration of <br /> people to demand that much service. <br /> Lease questioned Mr. Burkard about salary expected, and Mr. Burkard stated $149000.00 plus <br /> fringe benefits. <br /> Mayor Carlson questioned him whether he had had industrial engineering experience and Mr. <br /> Burkard replied that it had been more metalurgical. <br /> Don Lease asked whether Bob had ever drafted ordinances, and he replied he had with the old <br /> village. Lease also asked if Bob was really interested in the job and Mr. Burkard said he <br /> was if things were right. <br /> Irene Leroux stated at that point that Mr. Burkard as village clerk does everything as <br /> listed on the 000rdinater duties sheet now except road work. Mr. Burkard was then excused. <br /> Before the neat candidate appeared, Mayor Carlson stated the coordinator should rm the <br /> village efficiently and keep his ears open regarding Metro Sewer, Federal Grants, etc. <br /> The next candidate was Mr. Joseph Kelly, whom Mayor Carlson introduced to the council. <br /> Mayor Carlson asked Mr. Kelly if he wasn9t a little young for this type of a position, and <br /> Mr. Kelly stated age shouldnIt matter if a person was qualified. Mayor Carlson asked Mr. <br /> Kelly if he had air sewer, water, or road work experience, and Mr. Kelly replied he had <br /> had two seasons of work on newer, had preconstruction and survey work on water, and had <br /> done some road grading. Pam Bjorum asked Mr. Kelly if running a village was the type of <br /> work he envisioned himself in. Mr. Kelly stated he had started out with law work in mind, <br /> then decided upon village or city administration. <br /> Irene Leroux questioned whether he knew anything about gravel roads, and Mr. Kelly stated <br /> he didn't have mach experience, but Spring and Fall were the bad times, and you could usually <br /> predict problems and then solve them. <br /> Mayor Carlson asked what he had done for the City of Richfield when he worked for them. <br /> Mr. Kelly stated this was during his last semester at college, and he worked on personnel <br /> policies, population feedback, legislative projeots, rewrote codes, and drafted things for <br /> the city. <br /> Don Lease next questioned Mr. Kelly about any outside activities he had been involved in. <br /> Mr. Kelly stated in high school he had been a member of the student government, a representa- <br /> tive of his age group in the parish council, was oo-chairman of Greek Week at college, and was <br /> a ftaternity vice president. Don Lease also asked if he would move to Hugo if appointed, and <br /> his salary requirement. Mr. Kelly stated he would move to Hugo, and he required $9,000.00 <br /> per year plus benefits. Don Lease then asked if Mr. Kelly had any questions of the c it <br /> and Mr. Kelly wondered what comprised the village staff at the present time. He was �Na <br />
