Roll was <br /> called: Lease, LaValle, Martin, Leroux present. <br /> The ninutes of ITay 6th were then reviewed. Tlotion made by Martin, <br /> seconded by LaValle that the minutes of Nay 6th be corrected in <br /> that Number 18 of conditions for the White Bear Rod & Gun Club Special <br /> Use Permit be entirely restated, that Numbers 25 and 16 be entirely re— <br /> stated, and change "should not be cut's in Number 26 to f4shall not be cut" . <br /> Tlotion carried. The minutes were then approved as corrected. <br /> Motion made by Leroux, seconded by Iiartin to approve the General Claims. <br /> I.'otion carried. Lotion made by Leroux, seconded by I-lartin to approve the <br /> :later Department Clain. 11otion carried. <br /> First item on the agenda was a Special Use Permit for St. John The Baptist <br /> Church. Father Fortin appeared regarding obtaining a special use permit <br /> to construct a pole type shed for stabling on the church grounds. The <br /> Planning Commission had recommended approval of the permit subject to a <br /> few conditions. Father Fortin had brought with him a site plan showing <br /> the entire area, and said he had met with the Pollution Control Agency, <br /> and they had no objection, but would send someone out for an on—site in— <br /> spection. He said only about one third of the property drains into the <br /> lane and the other two thirds toward the railroad tracks. He has a variance <br /> before the PC�� now, but they won't meet again until June 18th. Father <br /> Fortin was asked when he would begin construction, and he stated he and a <br /> few men would like to start as soon as possible. I•Iayor Lease questioned <br /> whether he had spoken to the Rice Creek �)atershed Board. According to <br /> Dan Spitzer of the Planning Commission, -the commission felt the PCA had <br /> precedence in this case. <br /> Lotion made by T[artin, seconded by haValle that a Special Use Permit for <br /> construction of a pole type shed be g� ..nted to Father Fortin subject to the <br /> following conditions: <br /> 1 . PCS approval or any other state agency approval be obtained. <br /> 2. Site Plan be submitted to the Planning Commission and City Council. <br /> 3. Special Use Permit indicate that the use of this building for stabling <br /> of livestock be restricted to not more than 7 days consequatively a <br /> year. <br /> 4. That the building may be used for storage of horse show props. <br /> Motion carried. <br /> Regarding -the Biesan--Severson request for a Variance, Howard Kuusisto <br /> said he had received a call from Biesang, and they were going to look into <br /> the prospect of making public road. IJayor Lease stated Biesang was told <br /> to apply for a I-'inor Subdivision, and meet with the Attoreny and Engineer. <br /> At that point Dan Spitzer stated that an application for a Minor Subdivision <br /> was unappropriate because the land was subdivided before our Subdivision <br /> Ordinance was recorded. The council decided to let the problem lay until <br /> 17r. Biesang contacts the Attorney and Engineer. <br /> Recess called at 7 :55 P11. A Public Hearing eras called to order at 3:00 PF <br /> for 3.A. Iiundblad of 7194 132nd Street T;orth application for a Mobile Home <br /> ?ermit. Clerk Burkard read aloud the notice which was published in the <br /> Forest La1ce Times. T"r, hundblad has approximately 118 acres, and he would <br /> like to put a mobile horse on it for his son to do the farm work. .1.1. question <br /> erose as to how Jong the mobile home would exist there, and it was stated <br /> ITr.
