JULY 1 , 1974 J 7 5. The contractor shall provide a :;;,40,000.00 bond and a 'A0,000.00 irrevocable letter of credit for the maintenance and or reconstruction of the haul_ roads. 6. Recommendations of the 7:1ashington County Engineer, dated May 30, 1974 and those of the City of Hugo Engineer, dated June 11 , 1974 shall be made a part of this permit. 7. Inspection to insure compliance with this permit will be done by the City of Hugo Engineer. He may request the assistance of the 4ashinb ton County Engineer in providing such inspection. This permit shall expire on September 30, 1975 . 8. Any violations of the terms or conditions of this permit shall be grounds for immediate termination in accordance with the City Ordinance. 9. Any additional limitations or specifications for the haul routes which shall be deemed necessary for health and safety reasons by the City :,ngineer and City Attorney. 10. The hours of mining operations at the Gregoire and Riopel operations shall be extended to 5:00 AE to 11 :00 P:`. T"otion rade by Lease, seconded by Smith to grant a Mining Perrait to Marvin Rehbein Contracting Company for mining on the Durraine property subject to the following sixteen conditions : 1 . All applicable provisions of the City of Hugo ordinances governing :pining shall be complied with. 2. This pernit is issued for the purpose of removing borrow riaterial or gravel for use on the job under cont-ract with �lashington County for work on County Road 4 and County 'load 56. 3. I?o top soil or overburden shall be removed from the site. 4. Haul roads shall be those designated in the application which have been approved by the City Engineer and the Iashington County Engineer. 5. Dust control on all city streets shall be by -the use of oil, (crankcase oil) as directed by the City Engineer. Dust control on all roads under the jurisdiction of Washington County shall be by calcium chloride as directed by the '.lashington County Engineer. 6. The inspection fee shall be based on the amount of the material re- moved from the site. The charge shall be fixed at a rate of one cent per cubic yard of material removed. The amount of the fee shall be coriputed based on estimates submitted by the applicant and confirmed by the 'tashington County Engineer. ;,2,000.00 shall be paid immediately to the City of Hugo for prepayment for inspection fees and shall be finally settled at completion of the highway construction project. 7. A speed limit of a _maximum of 45 miles per hour be maintained by contractor gravel trucks when operating on the haul roads on City streets. 15.
