2 0 6 NOVEMBER 4, 1974 MINUTES OF PROCEEDINGS OF THE CITY COUNCIL CITY OF HUGO <br /> The meeting was called to order at 7:11 PM by Mayor Lease. Roll was <br /> called: Lease, LaValle, Leroux, Martin, Smith present.. <br /> Motion made by Lease, seconded by Smith to approve minutes of the <br /> October 21 , 1974 meeting. Motion carried. <br /> Motion made by Lease, seconded by Martin to approve minutes of the <br /> October 24th meeting. Motion carried. <br /> Motion made by Martin, seconded by LaValle to approve minutes of the <br /> October 30, 1974 meeting. Motion carried. <br /> Discussion of General Claims brought out the fact that Gerald Beach, <br /> Tree Inspector, must come in with a report before he is given the <br /> rest of claim. Clerk's office to send Beach a letter on 1st of December <br /> as a reminder. Motion made by Lease, seconded by Leroux to approve <br /> General Claims for payment. Motion carried. <br /> Motion made by Smith, seconded by Lease to approve Water Department <br /> Claims for payment. Motion carried. <br /> Motion made by Lease, seconded by Martin to grant renewal of a Mobile <br /> Home Permit to Robert McCloud, 9627-122nd St. North under Section II, <br /> Paragraph D, Oneka Ordinance #8. Motion carried. <br /> Mr. Jerry Riopel submitted a written complaint to the City Council re- <br /> garding: Marvin Rehbein permit for land fill from Mr. & Mrs. Jerry Riopel <br /> farm. Smith read letter to all council members. The complaints were <br /> as follows: 1 ) The land was never leveled off to Riopel's satisfaction <br /> stating that Mr. Rehbein had not returned to finish the job, 2) Mr. <br /> Rehbein hauled peat ground and leveled it off on Riopel's property with- <br /> out his .permission, 3) Because of unfinished job the neighbors have <br /> complained about blowing sand and he is unable to work the soil to stop <br /> the drifting. Mr. Riopel was also in attendance at the meeting and <br /> questioned when the road would be completed. Howard stated that he had <br /> contacted the countyengineer and Art Madsen and they will be out to <br /> check on this as soon as possible. Lease mentionedthat when the permits <br /> were given they were told there would be sand blowing. Lease stated he <br /> would like to see the permits to review them. Lease told Mr. Riopel that <br /> we would be out to look at the stivation. <br /> Warren Creager requested the Council consider refunding his $40.00 because <br /> he was turned down by the Planning Commission for a minor subdivision <br /> inside Arcand Estates. Request was denied. <br /> Martin reported to the Council that Mr. Johnson would try to have the <br /> rough draft, with all the changes included, completed by the November 18th <br /> Council meeting. Martin also stated that the committee would start work <br /> on Wednesday night on subdivision, trees, and any other suggested <br /> ordinances besides animal nuisance. Martin asked Attorney Johnson if <br /> he had any other "pet Peeves" outside of reorganization. Johnson stated <br /> there is substantial expesne to the city for engineering review and design <br /> and legal review and planning review, etc. He suggested it might be <br /> advisable to draft a special ordinance to provide the recovery of those <br /> costs for several of these areas. Lease suggested that maybe someone <br /> from the Planning Commission should be in attendance. <br /> There had been no planning meeting the second half of October, therefore, <br /> nothing new from the Planning Commission. <br />
