JANUARY 6, 1975 MINUTES OF THE PROCEEDINGS OF THE HUGO CITY COUNCIL The meeting was called to order at 7:06 by Mayor Lease. Members present were: Lease, LaValle, Leroux, Schletty and Smith. Also present were Cha rlesJohnson, City Attorney, and Howard Kuusisto, City Engineer. The minutes of December 16 were reviewed. Motion made by Lease seconded by LaValle to approve minutes of December 16. Motion Carried. Motion made by Lease, seconded by Leroux to approve minutes of December 30, 1974. Motion Carried. Correction in minutes of December 17, Proposed Zoning Ordinance meeting, second paragraph "RR 1 - 5 Acres and RR 2 - 3 Acres" to read "RR 1 - 3 Acres and RR 2 - 5 Acres". Motion made by Lease, seconded by Leroux to approve minutes, after correc- tion is made, of December 17, 1974. Motion Carried. Motion made by LaValle, seconded by Smith to pay the General Claims of January 6, 1975. Motion Carried. Motion made by Smith, seconded by LaValle to pa y the Water Claims of January 6, 1974. Motion Carried. Motion made by LaValle and seconded to issue the following licenses to: Granger DX & Body Shop - Cigarette and Soft Drink. $17.00. The Building Inspectors report was reviewed by Council. Councilman Smith questioned the Building Permit in regard to onsite sewage system and Building Permit issued to White Bear Rod & Gun Club in regard to lighting plan. Mayor Lease, explained that it was the position of the Council that another Building Permit would be required after a presentation of a light- ing plan, which would have to be approved by City Engineer and the Building Inspector. Attorney Johnson reviewed his report. Regarding Horton Special Use Permit: Permit expired October 7, 1974. Conditions of renewal: 1 . Outside fencing 2. Planting of trees. 3. Parking lot. 4. Non existing fire lanes. In addition a condition set in October 7, 1974 - #14. "$5,000.00 letter of credit be deposited with the City of Hugo and all conditions be met within 90 days from October 7, 1974." LaValle made motion to have City Clerks office notify Norman C. Horton that the letter of credit has not been received and the conditions not met, and therefore he is operating without a valid license. Smith seconded the motion. Motion Carried. Mayor Lease suggested that the letter of credit should be received by February 3, 1975, first Council Meeting of February. Ken Granger will make another ispection in the first quarter of 1975. Lease made motion to approve to adopt the Metro Sewer Bill Payment Agreement as prepared and submitted by City Attorney Johnson. LaValle seconded. Motion Carried. Leroux made motion and seconded by Schletty that the report of the City Clerk Burkard on investing HUD grant money be as follows:
