MARCH 17, 1975 35 <br /> An application for Subdivision Variance from Norman Rogstad was discussed. <br /> Mr. Rogstad stated he has ten (10) dogs, six out in a kennel and four <br /> smaller dogs inside along with some cats. Charles Sibley, neighbor re- <br /> commended the Council not grant the Variance as he has ten dogs and also <br /> stated they were disturbing the neighborhood by barking considerably. <br /> Schletty made motion, Leroux seconded, to table the matter until April <br /> 7 after an inspection of the property and kennel facilities are seen by <br /> Leroux, Councilman from that area, and Schletty. Motion Carried. <br /> Lease made motion, Leroux seconded to deny the Special Use Permit Application <br /> from Ray Peltier due to the Planning Commission recommendations but that no <br /> refund would be issued as there is Attorney time and handling of the applica- <br /> tion justifies the $25.00. Motion Carried. <br /> Wenzel Reverse Subdivision application was tabled to April 7 meeting by motion <br /> made by LaValle, seconded by Leroux. Motion Carried. <br /> Lease made motion, seconded by Smith to have LaValle Excavating Company <br /> to stockpile 750 per cubic yard, at $1 .00 cubic yard, of gravel to be <br /> used in the sewer area while road conditions permit. Motion Carried. <br /> Schletty nide mention that possible one or two loads could be used in the <br /> Country area is needed and cost justified. <br /> The Diseased Tree Control Program was reviewed. It is the best judgement <br /> by the Tree Inspector that the control zones that are outlined are the best <br /> proposed in the Hugo area. <br /> Lease made motion, LaValle seconded, to adopt the Oak Wilt and Dutch Elm <br /> Diseased Tree Control Program and to have it published by April 1 , by <br /> State Law. Program be given to Deputy Clerk to 'forward to newspaper. <br /> Motion Carried. <br /> Smith made motion, LaValle seconded that the Forester - Tree Inspector <br /> contract fee for 3,000 and $195.00 for mileage, be approved for the year <br /> 1975. Motion Carried. <br /> Clerk and City Attorney to draw up a new contract for the year 1975. <br /> Recess was called at 9:20. Meeting called back to order at 9:37. <br /> Hugo Lions Club representative requested financial help from the City for <br /> proposed bleachers, $889.00, benches, $100.00 and fence $100.00 to be in- <br /> stalled at Village playground. The area businessmen have donated $200.00. <br /> Lease suggested the Club submit a proposal in writing, with actual costs <br /> and the City Council would then act. Smith stated he had no reservations <br /> regarding the request that he would act favorably. LaValle suggested the <br /> Club take Schletty advice and check with school for possible shop class <br /> project. <br /> Lease made motion, Schletty seconded to have Engineer submit the Sunset <br /> Lake Study to the Minnesota Pollution Control Agcy. Motion Carried. <br /> Who maintains the road in front of the Art Bisanz property was discussed. <br /> The road is a private road and now a cul-de-sac. To become a public road <br /> the cul-de-sac would have to be eliminated and the road fixed for an in <br /> and out traffic. Bisanz would have to subdivide and file a plat and request <br /> Grant township to maintain road. <br />
