APRIL 7, 1975 j <br /> MOTION: Smith made motion, LaValle seconded, to hire George M. <br /> Hansen Company, C.P.A. , to audit of H.U.D. Project No. <br /> SEF-MN-05-00-0148 of the City of Hugo, Minnesota. <br /> VOTING FOR: Lease, LaValle, Leroux and Smith, Schletty. <br /> MOTION CARRIED <br /> 17. MOTION: Schletty made motion, Lease seconded, to enter in a contract <br /> for audit stating cost of audit not to exceed $1 ,300.00 and <br /> to meet all the specifications of H.U.D. <br /> VOTING FOR: Lease, LaValle, Leroux, Smith and Schletty. <br /> MOTION CARRIED <br /> Dog Ordinance reviewed and sent back to Ordinance Committee for further <br /> corrections and is again to be reviewed at the City Council Meeting April <br /> 21 , 1975. <br /> The Minnesota Pollution Control Agency have arranged a meeting in their <br /> office for 1 :30 P.M. , April 17, 1975 to discuss matters regarding the <br /> White Bear Rod and Gun Club. Council asked City Engineer and City Attorney <br /> to attend meeting representing the City. <br /> Recess was called at 10:06. Meeting called back to order at 10:22. <br /> Rogstad Variance: <br /> 18. MOTION: Smith made motion, LaValle seconded, to accept the Planning <br /> Commission report allowing two more dogs that is permitted <br /> in the Ordinance with the understanding that the certificate <br /> shall expire upon the demise of the excess dogs or five <br /> years, which ever shall first occur. <br /> DISCUSSION: <br /> Councilman Schletty reported kennels a mess due to weather conditions, <br /> would expect as much. Dogs barked considerably at first, but later <br /> quieted. Didn't seem to be too harmful. <br /> Councilman Leroux said for the area, too many dogs; facilities <br /> seemed to be large enough and that close neighbors didn't object <br /> to the dogs in that area. <br /> Mr. Rogstad attorney stated that the Rogstad property was up for <br /> sale and does not wish to have client dispose of animals as he <br /> would soon be moving. <br /> Attorney Johnsoncourected the Planning Commission Report to read from <br />"to issue a Certificate of Occupancy for lawful nonforming use" to read <br />"unlawful nonconforming use". <br /> C. Sibley said if the variance was granted others would follow and that <br /> he has put up with noise for five or six years. <br /> Darrell Jacobson, 6364 N. 165th. St. , neighboring party, stated he had no <br /> objection to the dogs he did not consider them a nuisance or a disturbance <br /> to the neighborhood. <br />
