APRIL 21 , 1975 6 1 <br /> at their next meeting. <br /> VOTING FOR: Lease, LaValle, Leroux, Smith & Schletty. <br /> MOTION CARRIED <br /> 8.0 NEW BUSINESS: <br /> 8.1 Rice Creek Watershed — G. Dimke and A. Cardinal representing <br /> Rice Creek Waters hecgave their report on how to improve <br /> the outlet to the north on Horseshoe Lake in the following <br /> manner: <br /> 1 . An outlet structure should be installed at the existing outlet. <br /> 2. The ditch should be improved northward to 177th. St. <br /> 3. The ditch on the south side of 177th. St. should be improved <br /> eastward to the culvert on the east side of the Pfingston <br /> property. <br /> 4. (The existing culvert on the west side of the Pfingston <br /> property can be blocked.) <br /> 5. The channel northward through the Pfingston marsh should <br /> be cleared and relieved. <br /> 6. The field crossing i mile north of 177th. St. should be <br /> replaced and the ditch improved in this area. <br /> 7. The ditch should be cleared and relieved to permit ready <br /> flow to the marsh along Hardwood Creek. <br /> The tentative agreement was that Hugo would do the work along <br /> 177th. Street. It is the opinion that the property owners <br /> draining to this system should share in the remaining cost. <br /> City of Hugo would petition for work to be done, Rice Creek <br /> would hold the Public Hearing, sending out notices, and would <br /> assess the cost, Hugo would collect assessment costs. <br /> Surrounding communities would be responsible for their outlet <br /> improvement there would be no recourse to Hugo. <br /> MOTION: LaValle made motion, seconded by Smith to have City <br /> Engineer Kuusisto do a cost study for the drainage <br /> project on Horseshoe Lake area. <br /> VOTING FOR: Lease, LaValle, Leroux, Smith & Schletty. <br /> MOTION CARRIED <br /> Ditch construction: Party requested that the soil that is to be <br /> removed from ditch, could it be used for raising the ground level. <br /> Only restriction Rice Creek had was that the septic system has <br /> to be in virgin ground and 4' above ground water level. <br /> LaValle stated that the area has a serious problem and that the <br /> residents should be made aware of such and that future problems <br />
