. . . . <br /> ORDINANCE 95-299 <br /> AN ORDINANCE AMENDING CHAPTER 280 OF THE HUGO CITY CODE <br /> ENTITLED "STREETS, SIDEWALKS AND BRIDGES" BY <br /> CHANGING THE CRITERIA FOR STREET CONSTRUCTION AND IMPROVEMENT <br /> The City Council of the City of Hugo, Washington County , Minnesota, <br /> does hereby ordain : <br /> 1 . Chapter 280-3 of the Hugo City Code entitled "SPECIFICATIONS FOR <br /> CONSTRUCTION OF STREETS" is hereby deleted in its entirety and <br /> replaced with the provisions listed below: <br /> 280-3. STREET CONSTRUCTION AND DESIGN <br /> Subd . A. Functional Classification System. The Council shall , as <br /> part of the City ' s Comprehensive Plan , designate a <br /> functional classification system for the City ' s streets. <br /> This system shall group the City ' s streets and roads by the <br /> character of the service they provide in order to plan for <br /> traffic circulation patterns, street design , and the orderly <br /> and efficient development of property . <br /> Subd . B. Capital Improvement Plan . The City Engineer shall prepare <br /> and maintain an integrated plan for the improvement of all <br /> City streets, including new construction , reconstruction , <br /> and resurfacing . The plan shall be updated annually as part <br /> of the City ' s budget preparation process. Components of the <br /> plan are a statement of the expected street improvement <br /> needs for the next five years, and a specific project list <br /> for the following budget year. Priority for improvements <br /> will be based on the following : <br /> ( 1 ) The City ' s Comprehensive Plan . <br /> (2) An objective comparison of the condition of the City ' s <br /> streets. <br /> (3) Public concern as expressed through improvement <br /> petitions. <br /> (4) Traffic demand . <br /> ( 5) Efficient use of available funding . <br /> (6) Maintaining an adequate level of safety for all <br /> streets, given their traffic volume and functional <br /> classification . <br /> Subd . C. Initiating . Capital <br /> improvements to City streets shall only be made at the <br /> direction of the City Council . Improvement projects to be <br /> considered by the Council include, but are not limited to: <br /> ( 1 ) Petitions received from the public under Minnesota <br /> Statute Chapter 429. <br /> (2) Projects included as part of development agreements <br /> and subdivisions. <br /> (3) Projects contained in the City ' s capital improvement <br /> plan . <br />
