Stairways, lifts, and landings must be constructed in such a <br /> manner as to ensure control of erosion . <br /> 5, Stairways, lifts, and landings shall be located in the most <br /> visually inconspicuous portions of lots, as viewed from the <br /> surface of the public water, assuming summer leaf-on <br /> conditions, wherever practical . <br /> 6. Facilities such as ramps, lifts, or mobility paths for <br /> physically handicapped persons are also allowed for achieving <br /> access to shore areas, provided that the dimensional and <br /> performance standards listed herein , are complied with in <br /> addition to the requirements of Minnesota Regulations, <br /> Chapter 1140. <br /> Subd . D. No structure may be placed on a significant historic <br /> site in a manner that affects the historic value of the site <br /> unless adequate information regarding the site has been obtained <br /> and documented in a public repository . <br /> Subd . E. Before a permit for construction of sewage treatment <br /> systems, roads, driveways, structures, or other improvements on <br /> steep slope areas, as defined in Section 320-44, may be issued , <br /> the property owner or developer shall provide the City ' s building <br /> official a site plan indicating measures to be taken to insure <br /> that no erosion occurs during or after construction of the <br /> improvement . The site plan shall also indicate measures being <br /> taken to preserve existing vegetation , and screening of <br /> structures, vehicles, and other facilities in accordance with the <br /> provisions of this ordinance. When determined necessary by the <br /> City ' s Building Official , conditions may be attached to issued <br /> permits to prevent erosion and to insure preservation of existing <br /> vegetation and adequate screening . <br /> Subd . F . Height of structures. All structures in residential <br /> districts, within shoreland boundaries, except churches and non- <br /> residential agricultural structures, shall not exceed 25 feet in <br /> height . <br /> 320-51 SHORELAND ALTERATIONS <br /> Subd . A. Gelleral. All alterations to vegetation or topography <br /> within the shoreland districts of the City shall be performed to <br /> prevent erosion , prevent ( as far as possible) , excess nutrient <br /> flow into public waters, preserve shoreland aesthetics, preserve <br /> historic values, prevent bank slumping , and protect fish and <br /> wildlife habitat. Vegetation alteration necessary for the <br /> construction of roads, parking areas, structures and sewage <br /> treatment systems may be exempted from the conditions listed below <br /> by the building official , where necessary , to provide for <br /> reasonable use of the property . <br /> 14 <br />
