. ' <br /> 1 . Potential for flooding causing a threat to human life, <br /> or damage to property . <br /> 2 . The need to fill , dredge, drain , or otherwise negatively <br /> impact the form or function of a wetland , including <br /> potential blockage of surface and ground water flows <br /> which may affect the normal water elevations of the <br /> wetland . <br /> 3. Soil and rock formations which limit the site for <br /> development . <br /> 4 . Potential for erosion both during and after <br /> construction . <br /> 5. Destabilization of bluffs or steep topography . <br /> Adequacy of potable water supply and sewage treatment <br /> capability . <br /> 7 . Near-shore aquatic conditions unsuitable for water-based <br /> recreation . <br /> 8 . Fish and wildlife habitat necessary to support the <br /> native ecosystem. <br /> 9 . Protection of significant historic sites. <br /> 10. Any other feature of the natural land likely to be <br /> harmful to the health, safety , or welfare of future <br /> residents of the site. <br /> Subd . B. Any subdivision of property must conform to all city <br /> land use controls, and a subdivision will not be approved where a <br /> variance may be required in the future to make a parcel fully <br /> usable. <br /> Subd . C. The preliminary plat or survey for a subdivision in a <br /> shoreland area shall include those requirements found in the <br /> city ' s subdivision regulations, as well as the following special <br /> information : <br /> 1 . The surface water features required in Minnesota <br /> Statutes, section 505.02, subdivision 1 . <br /> 2 . Location of 100-year flood plain and flood way <br /> districts. <br /> 3. A line contour representing the ordinary high water <br /> level , the "toe" and the "top" of bluffs, and the <br /> minimum setback distances from the top of the bluff and <br /> the lake or stream. <br /> Subd . D. As a condition of approval for all subdivisions a public <br /> easement shall be provided over natural drainage or ponding areas <br /> for management of stormwater and wetlands. <br /> 23 <br />
