<br /> NOTICE OF INDIVIDUAL SEWAGE TREATMENT SYSTEM ORDINANCE
<br /> he Hugo City Council adopted and passed Ordinance 1989-256 entitled "AN
<br /> ORDINANCE REGULATING THE LOCATION, DESIGN, INSTALLATION, USE AND
<br /> MAINTENANCE, REQUIRING PERMITS AND INSPECTION OF INDIVIDUAL SEWAGE
<br /> TREATMENT SYSTEMS WITHIN THE CITY OF HUGO" on March 6, 1989, a complete
<br /> copy of which is on file and available for inspection by the public during
<br /> regular office hours in the office of the City Clerk , Hugo City Hall , 5524
<br /> Upper 146th Street, Hugo, MN. In compliance with M.S.A. 412.919, Subd . 4,
<br /> the Hugo City Council has directed the following Summary of said Ordinance
<br /> be published :
<br /> . SUMMARY
<br /> Consistent with the City' s Comprehensive Plan , Hugo has established a
<br /> policy of controlling the use of Individual Sewage Treatment Systems
<br /> (septic systems) because the uncontrolled use of said systems adversely
<br /> affects the public health, safety , and general welfare by contributing to
<br /> water pollution and impairing land values as noted in the Intent and
<br /> Purpose of the Ordinance. Said Ordinance repeals former Chapter 262,
<br /> Article II for On-site Sewer Systems. Ordinance provides for expanded
<br /> definitions, and general provision which include include, but are not
<br /> limited to, the following : applicability , general requirements, site
<br /> evaluation , and construction and materials. The Ordinance also provides
<br /> for alternative systems, permitted alternative systems, operation and
<br /> oaintenance, general administration , certification , licensing and permits;
<br /> ?nforcement f the Ordinance, and the effects and said Ordinance. The
<br /> Jrdinance uprades current City standards, and allows for enforcement of
<br /> by the City Of Hugo or Washington County as per designation of the Hugo
<br /> City CouncilOrdinance prohibits certain installations, requires soil
<br /> borings and percolation tests, specifies construction materials, specifies
<br /> sewage and septic tanks, restricts sewage tank location , provides for
<br /> maintenance requirements, prescribes setback distances, addresses
<br /> replacement of existing systems, and modification to standard systems;
<br /> permits certain mound systems, prohibits certain holding tanks, addresses
<br /> floodplain systems, requires inspections and fees, as well licensing of '
<br /> installers; provides for Board of Adjustrent and Appe�� s, and enforcement
<br /> of Ordinance. /
