� <br />, <br /> SECTION 7. ADMINISTRATION <br /> 701 . Applicability. <br /> 701 .01 . The Ordinance shall apply and be in effect for the stated <br /> purposes within the corporate limits of the City of Hugo. <br /> 701 .02. Enforcement. <br /> ( 1 ) The City of Hugo and/or its authorized agent <br /> representative shall be responsible for administration <br /> and enforcement of this Ordinance. <br /> (2) The Zoning Administrator or his agent shall be qualified <br /> and certified by the MPCA as competent in the design , <br /> evaluation and inspection of Individual Sewage Treatment <br /> Systems. <br /> 701 .03. Board of Adjustment and Appeals. <br /> ( 1 ) The Hugo City Council shall hear and decide appeals and <br /> review any order, decision or determination made by the <br /> Zoning Administrator regarding the enforcement of this <br /> Ordinance. <br /> (2) The City Council shall hear and act upon all Variance <br /> requests where provisions of this Ordinance are <br /> specifically variable. <br /> (3) An appeal of an administrative decision or determination <br /> may be filed by any person or governmental agency with <br /> the City Clerk . <br /> 701 .04. Permits shall be required for Individual Sewage Treatment <br /> Systems as follows: <br /> ( 1 ) All new installations of Sewage Tanks, Treatment Systems <br /> and components thereof . <br /> (2) All repair, extension , replacement or modification of <br /> existing Sewage Treatment Systems and components. <br /> (3) Any change in use of a facility served by an existing <br /> Sewage Treatment System. <br /> (4) Permits shall not be required for normal routine <br /> inspection and maintenance of Sewage Treatment Systems. <br /> (5) No building permit shall be issued for construction , <br /> alteration , expansion or remodeling of any Dwelling Unit <br /> or Other Establishment served by an Individual Sewage <br /> Treatment System until the permit required for the <br /> treatment system has first been issued if it is <br /> determined by the Zoning Administrator that the existing <br /> system is inadequate. <br /> 41 <br />
