(21 ) Flood Plain . The area adjoining a river, stream, <br /> channel , lake, or low area which is subject to periodic ,-` <br /> flooding , as presently defined or as may be defined by <br /> a cognizant governmental body or agency, and subject to ! <br /> regulations of Chapter 320, Article II-Flood Plain <br /> Management of the City Code, as it may be amended from <br /> time to time. <br /> (22)Governing Body. See City Council . <br /> (23) Grey Water. Liquid waste from a dwelling or other <br /> establishment produced by bathing , laundry, culinary <br /> operations and from floor drains, and specifically <br /> excluding Toilet Waste. <br /> (24) Holding Tank . A Watertight Sewage Tank for the <br /> temporary storage of Sewage until it is transported to <br /> an approved point for treatment and disposal . <br /> (25) Individual Sewage Treatment System. A Sewage Treatment <br /> System or part thereof , serving a dwelling or Other <br /> Establishment, or group thereof , consisting of one or <br /> more Septic Tanks and a Soil Treatment System. <br /> (26) Lot. A Parcel of land , either platted or unplatted , <br /> upon which a principal building , including a Dwelling <br /> Unit, is or may be placed , and separated from other <br /> Parcels by a separate legal description . <br /> (27) MHD. The Minnesota Department of Health. <br /> (28) Mottling . A zone of chemical oxidation and reduction <br /> activity within the soil , appearing as patches of red , <br /> brown, orange or gray or combinations thereof . <br /> (29) Mound System. An Alternative Sewage Treatment System <br /> designed with the soil treatment area built above <br /> existing grade to overcome the limitations of water <br /> table, Bedrock, or -soil -permeability. <br /> (30) MPCA. The Minnesota Pollution Control Agency. <br /> (31 ) Natural Soil . Soil which exists undisturbed in its <br /> natural state. Fill shall be considered as natural <br /> soil after it has been in place for a minimum of twelve <br /> ( 12) months. <br /> (32) Ordinary High Water Mark . A mark delineating the <br /> highest water level which has been maintained for a <br /> sufficient period of time to leave evidence upon the <br /> landscape. In the case of controlled outlet waters, <br /> the outflow elevation of the control structure. <br /> (33) Other Establishment. Any public or private structure <br /> other than a dwelling , which generates Sewage. ` ~ <br /> (34 ) Owner. The person (s) , firm( s) , and or corporation (s) , <br /> or other legal entities having fee title to a Lot, or <br /> the contract purchaser of a Lot acting with consent of <br /> the fee title holder' <br /> J <br />
