2 <br /> (60) Surface Water Flooding . The one hundred ( 100 ) year <br /> Floodplain along rivers and streams as defined by the <br /> Federal Emergency Management Agency, or in the absence <br /> of such data, as determined by the largest flood of <br /> record . On lakes, highwater levels as determined or <br /> recorded by the DNR and/or the Federal Emergency <br /> Management Agency. <br /> (61 ) Ten Year Flood . That flood which can be expected to <br /> occur, on an average, of once in ten ( 10) years; or the <br /> level to which flood waters have a ten ( 10) percent <br /> chance of rising in any given year. <br /> ( 58) Toilet Waste. Constructed and maintained to prevent <br /> inflow of water or outflow of effluent. <br /> (62) Zoning Administrator. The City of Hugo Zoning <br /> Administrator, deputy zoning administrator or his <br /> designated agent. <br /> (63) Zoning Map.
