the provision of services and broad categories of video <br /> programming in the best interest of the citizens of City, <br /> Grantee may add or delete services and programming from the <br /> System only after thirty ( 30 ) days written notice to City <br /> provided Grantee has received at least thirty-five ( 35 ) days <br /> notice of any change in the services and programming. Any <br /> such addition or deletion of programming or services will not <br /> require an amendment of this Franchise, but any addition or <br /> deletion of programming will be subject to all terms and <br /> conditions of this Franchise . <br /> C . City and Grantee recognize that Grantee was selected at least <br /> in part on the broad variety of programming that it offered. <br /> Further, Grantee pledges that it will not offer X-rated or <br /> otherwise pornographic or obscene programming that, in the <br /> sole opinion of City, offends the standards of decency of the <br /> City and is otherwise unprotected by the Constitution of the <br /> United States . <br /> SECTION 2 . INTERRUPTION OF SERVICE AND COMPLAINTS <br /> A. <br /> Whenever it is <br /> necessary to shut off or interrupt service, <br /> Grantee shall do so during periods of minimum use of the <br /> System. Unless such interruption is unforeseen and <br /> immediately necessary, Grantee shall use its best efforts <br /> give reasonable notice thereof to Subscribers . All costs <br /> incurred in repairing System and handling complaints shall be <br /> paid by Grantee, and if service is interrupted or <br /> discontinued for a total period of more than twenty-four ( 24 ) <br /> 21 <br />
