license may be revoked by action of the City Council, <br />after notice to the licensee and hearing of the matter <br />before the Council, for breach of any of the terms of <br />this Chapter, or for unexcused failure to perform the <br />terms of any contract for installation of sewer services <br />with a resident of the City, or for causing damage to <br />public property. No part of the license fee shall be <br />refunded upon a revocation of the license. The license <br />fee shall not be pro -rated for any reason. <br />300-7. DELAYED CONNECTION CHARGE. To protect the general <br />health and welfare of the City, it is required that the liquid wastes <br />from any plumbing system of any residence, dwelling or building be <br />discharged to the public sewer system. The owner of each residence, <br />dwelling, or building to which sewer service is or becomes available <br />shall secure all permits required, and connect to the public sewer <br />system within twelve (12) months after service becomes available to <br />the property. A fee of Three Hundred Dollars ($300.00) shall be paid <br />at the time of securing the permit for connection after said twelve <br />(12) month period, in addition to all other fees and charges that may <br />be applicable. Any owner failing to connect as herein required shall <br />also be subject to any penalties provided in this Chapter. <br />300-8. PLUMBING INSPECTOR. The Plumbing Inspector shall <br />examine all applications before construction is begun and after the <br />construction, enlargement, alteration or repair is completed, the <br />Plumbing Inspector shall be notified. It shall be unlawful to cover <br />any affected lines until an inspection has been made and such con- <br />nection and the work incidental thereto has been approved by the <br />City as a proper and suitable connection. <br />It shall be the duty of the sewer installer and/or plumber <br />to notify the Plumbing Inspector by telephone or in writing, not <br />less than eight (8) working hours between the hours of 8:00 A.M. and <br />4:00 P.M. before work is to be inspected or tested. <br />300-9. EXISTING DRAINAGE AND PLUMBING SYSTEMS. Prior to <br />connection to the public sanitary sewer system, the Plumbing Inspector <br />shall examine the existing drainage system and the interior plumbing <br />system. All such systems shall conform to the requirements of this <br />Chapter and the requirements of the Minnesota Plumbing Code. In <br />the event that such drainage system or plumbing system is determined <br />to be non -conforming to the above requirements, the contractor, owner, <br />or occupant shall do whatever corrective work which may be necessary <br />before final hook-up to the public sanitary sewer system is made. <br />The decision of the Plumbing Inspector as to the extent of the cor- <br />rective work to be done in each individual case to conform to the <br />above requirements shall be final. <br />300-10. INSTALLATION OF CONNECTIONS. All sewer services <br />shall be installed either by a master plumber licensed in the State <br />of P•Linnesota or a sewer installer licensed by the City of Hugo. Any <br />owner, occupant or licensed plumber may install, repair or make <br />alterations to the building drain or building sewer lines provided <br />that said construction is conducted under the regulations of this <br />Chap;.er. <br />
