ORDINANCE 1986-234 <br /> AN ORDINANCE AMENDING CHAPTER 20 OF THE HUGO CITY CODE ENTITLED <br /> "ADMINISTRATION" BY ESTABLISHING THE OFFICE AND POSITION OF CITY <br /> ADMINISTRATOR AND DEFINING THE DUTIES AND RESPONSIBILITIES OF THE <br /> CITY ADMINISTRATOR. <br /> The City Council of the City of Hugo. Minnesota, does hereby ordain as follows: <br /> After Chapter 20-20. Subd. B. add the following: <br /> 20-30. CITY ADMINISTRATOR. The office and position of City Administrator is <br /> hereby created in the city of Hugo. <br /> City Administrator,Subd. A. Appointment of City Administrator. The Ci y Adminis ra may <br /> City Council, appointed a ma'orit of the <br /> at the discretion of the be <br /> by majority <br /> City Council for an indefinite term. He may be removed from office after <br /> thirty (30) calendar days written notice only by a majority of the City <br /> Council with or without cause. If he has served as City Administrator <br /> for one year, written charges and a public hearing on the charges before <br /> the City Council shall be provided, if requested by the City Administrator, <br /> prior to the date wherein his removal takes place. The public hearing <br /> must be held within thirty (30) calendar days after presentation of the <br /> charges, and he must receive the charges at least ten (10) calendar days <br /> before the public hearing. <br /> Subd. B. Qualifications. The City Administrator shall have considerable <br /> knowledge of municipal government operation, proper procedures, public <br /> relations, personnel management, finances, purchasing, and all administra- <br /> tive requirements for proper municipal operation. He shall have knowledge <br /> of, or ability to acquire, full knowledge of all laws affecting the muni- <br /> cipality. He shall have the ability to encourage harmonious relations with <br /> municipal employees and the general public. He shall have the ability to <br /> coordinate development, to collect and analyze material for reporting, <br /> and to initiate and implement standards of procedure, operation, and <br /> organization. <br /> Subd. C. Contract. The City Council may enter into such employment <br /> agreement with the City Administrator as it shall deem necessary or desirable <br /> in order to further implement the appointment of the City Administrator. <br /> Subd. D. Duties. The City Administrator shall serve at the direction of <br /> the City Council, and shall be responsible to the City Council for the <br /> proper administration of all affairs of the City, which duties shall include <br /> the following: <br /> (1) Direct and perform the actual day-to-day supervision and control of the <br /> administrative affairs of the City. <br /> (2) Compile and prepare all necessary data and information to aid the City <br /> Council in making decisions, assist the City Council in coordinating, ad- <br /> ministering, and implementing decisions in regard to requests and problems <br /> of municipal concerns; research and assist the City Council in developing <br /> and recommending solutions thereto; and coordinating efforts through directives <br /> to other departments, other agencies, and the general public. <br />
