Rasmussen, being duly sworn, on oath says that he is the publisher or authorized agent and employee of the publisher of the newspaper known as The Times, and has full knowledge of the facts which are stated below: Citi of Hugo (A) The newspaper has complied with all of the requirements con- ORDINANCE 1986-238 stituting qualification as a legal newspaper, as provided by Minnesota AN ORDINANCE AMENDING CHAPTER 20, ENTITLED "ADMIN- ISTRATION", OF THE HUGO CITY Statute 331A.02, 331A.07 and other applicable laws, as amended. CODE TO INCLUDE SOUND RECORD- ING OF MEETINGS AND TO PRO- VIDE FOR RETENTION OF SUCH RE- (B)The printed public notice CORDINGS The City Council of the City of Hugo, Washington County, Minnesota, hereby ordains: 1.Amend Chapter 20 of the Hugo City Code,entitled"Administration,"in AR- which is attached was cut from the columns of said newspaper, and TICLE I, section 20-3, entitled "Min- utes"to add the following: "Subd.C.In addition to the Minutes required in this was printed and published once each week, for one successive section 20:3, every meeting of the City Council and the Planning Commission shall be electronically recorded as a weeks; it was first published on .4ednesday ,the '6 day backup record of what transpired at each such meeting. The City shall maintain adequate electronic recording of November , 19 36 , and was thereafter printed and published equipment for such purposes;provided, however,such electronic recordingneed not be made if the electronic equiment each week to and including Wednesday ,the 26 day fails to function.Any failure to record as herein provided,shall not invalidate any action taken at any such meetipg,pro- of November , 19 86 • vided that the failure of the electronic equipment to function is noted in the Minutes of the meeting.Such electronic recordings shall not be a substitute for Minutes defined and required in Subd.A B ,- Q.604.141.A1064. and Subd. B of this section 20-3, which Minutes constitute the official record of the meetings. TITLE: Publisher Subd. D.
