ORDINANCE NO. 200 AN AMENDMENT TO CHAPTER 20 OF THE HUGO CITY CODE , ENTITLED , "ADMINISTRATION" , TO PROVIDE FOR APPOINTMENT OF PROFESSIONALS . The City Council of the City of Hugo , Washington County , Minnesota, hereby ordains : 1 . Add Section 20-20 , entitled , "Appointment of Professionals " as follows : "Section 20-20 . Appointment of Professionals . The City Council may appoint and contract for the professional services of doctors , engineers , lawyers , architects , accountants , and other personal services requiring technical , .scientific, or professional training , regardless of the amount of the contract, without necessity of ad- vertisement for bids , upon such terms and conditions as may be agreed upon . At the first meeting in January , the City Council in its discretion may designate and appoint , A. a City Engineer to perform engineering services for the City during the year under direction of the City Council , and from time to time may contract with such other professional engineers as deemed necessary for any specified purposes , all without discharging the City Engineer ; and B. A City Attorney to perform legal services for the City during the year under direction of the City Council , and from time to time may contract with such other attornies as deemed necessary for any specified purposes , including designation of a Prosecuting Attorney to prosecute criminal and quasi-criminal matters on behalf of the City, all without discharging the City Attorney . " 2 . This Ordinance shall be effective from and after its adoption and publication according to law . 3 . The official copies of the Hugo City Code shall be amended to reflect the within changes upon passage and publication .
