'- p <br /> • ORDINANCE NO. 149 <br /> AN ORDINANCE AMENDING CHAPTER 320 OF THE HUGO CITY <br /> CODE, ENTITLED "ZONING" TO PROVIDE REGULATION OF APARTMENTS <br /> AND OTHER MULTI-FAMILY USES <br /> The City Council of the City of Hugo hereby ordains : <br /> 1. In Section 320-4, Subd. H, entitled "Regulations <br /> For The Single-Family Urban District (SFU) " , sub- <br /> paragraph (3) , entitled "Special Uses" , add as a <br /> new special use category, the following - "Apartments <br /> and other multi-family uses of three (3) or more <br /> family dwelling units. " <br /> 2. In Section 320-5, entitled "General Provisions" , <br /> add the following requirements: <br /> "Subd. Q - APARTMENTS AND OTHER MULTI-FAMILY USES. <br /> In recommending the granting of special use permits <br /> for structures containing three (3) or more dwelling <br /> units, the Planning Commission shall find that the <br /> proposed development plan to be in substantial compliance <br /> with such approved apartment standards and Community <br /> Housing Policies as may be adopted by the City. <br /> In no event shall any building housing three (3) or more <br /> families in a Residential District have less than ten <br /> thousand four hundred (10, 400) square feet of lot area. <br /> (1) Special Use Permit Required. A special use permit <br /> shall be required for any structure built in SFU zoning <br /> prior to issuance of a building permit. The purpose of <br /> a special use permit shall be to assure that site and <br /> building plans, as well as the impact on the neighborhood, <br /> are fully consistent with the intent and purpsoe of the <br /> Zoning Regulations and the Comprehensive Plan for the <br /> area. <br /> All requests for special use permits shall be accompanied <br /> by a series of site plans and data showing : <br /> A. Building locations, dimensions, and elevations; <br /> all signs, structures, entry areas, storage sites, <br /> and other structural improvements to the site. <br /> B. Circulation plans for both pedestrian and vehicular <br /> traffic. <br /> C. Fences and screening devices. <br /> D. Solid waste disposal provisions and facilities. <br />
