'- p • ORDINANCE NO. 149 AN ORDINANCE AMENDING CHAPTER 320 OF THE HUGO CITY CODE, ENTITLED "ZONING" TO PROVIDE REGULATION OF APARTMENTS AND OTHER MULTI-FAMILY USES The City Council of the City of Hugo hereby ordains : 1. In Section 320-4, Subd. H, entitled "Regulations For The Single-Family Urban District (SFU) " , sub- paragraph (3) , entitled "Special Uses" , add as a new special use category, the following - "Apartments and other multi-family uses of three (3) or more family dwelling units. " 2. In Section 320-5, entitled "General Provisions" , add the following requirements: "Subd. Q - APARTMENTS AND OTHER MULTI-FAMILY USES. In recommending the granting of special use permits for structures containing three (3) or more dwelling units, the Planning Commission shall find that the proposed development plan to be in substantial compliance with such approved apartment standards and Community Housing Policies as may be adopted by the City. In no event shall any building housing three (3) or more families in a Residential District have less than ten thousand four hundred (10, 400) square feet of lot area. (1) Special Use Permit Required. A special use permit shall be required for any structure built in SFU zoning prior to issuance of a building permit. The purpose of a special use permit shall be to assure that site and building plans, as well as the impact on the neighborhood, are fully consistent with the intent and purpsoe of the Zoning Regulations and the Comprehensive Plan for the area. All requests for special use permits shall be accompanied by a series of site plans and data showing : A. Building locations, dimensions, and elevations; all signs, structures, entry areas, storage sites, and other structural improvements to the site. B. Circulation plans for both pedestrian and vehicular traffic. C. Fences and screening devices. D. Solid waste disposal provisions and facilities.
