30-4. ANIMAL WARD*. The City Council may appoint an Animal Warden to enforce the provisions of this Ordinance, or may designate that the duties of the Animal Warden will be performed by a named employee of the City of Hugo, and the City Council may require that any person serving as Animal Warden be bonded to secure the safe handling of any funds or fees as herein required. 30-5. OBSERVATION OF DOG AFTER BITING. Any person know- ing of a case of a human being bitten by a dog shall immediately notify the dog warden or police, who shall then order said dog impounded and quarantined for.a period of fourteen (14) days, at the expense of the owner. If the owner has adequate facilities, the dog warden or police may allow the owner of the dog to impound it in said facilities. 30-6. IMPOUNDMENT: Dogs found running at large or creating a nuisance as defined, herein, shall be taken up by the animal warden and impounded in a humane manner in shelter designated as the City animal shelter. Impounded dogs may be claimed by the owner within a five (5) day period by payment of impounded fees. After five (5) days all unclaimed animals become the property of the City of Hugo and may be disposed of in a humane manner, sold, or given away. Owners may repurchase their dog after the five (5) days period if their dog is still impounded in the animal shelter by payment of impounding fees. Immediately upon impounding dogs or other animals, the Animal Warden shall make a reasonable effort to notify the owners of such dogs so impounded and inform such owners of the conditions whereby they may regain custody of such animals. Failure of notice shall not alter the rights or duties of the City, or the provisions of this Ordinance. 30-7. IMPOUNDMENT FEE: Any animal impounded hereunder may be reclaimed as herein provided upon payment by the owner to the City of Hugo the sum of ten dollars ($10.00) for each dog, and the additional sum of four dollars ($4.00) for each day such dog is impounded. 30-8. FEE HANDLING. All impoundment fees shall be paid to and collected by the Animal Warden if the City Council has acted to appoint an Animal Warden, or by the City Clerk if no Animal Warden has been appointed. Every person collecting fees under this Ordinance shall render an account thereof to the City at least monthly and shall turn over to the City all funds collected to the date of the account.
