Hugo City Council Meeting Minutes for October 5,2015 <br /> Page 4 of 6 <br /> Mayor Weidt opened the public hearing to take comments <br /> Richard Hogan 5075 149th St. N,Unit 2, asked what the interest rate would be on deferred <br /> assessments. Staff responded that it would be at 4.27% <br /> Bill Moore,6217 147t Street, asked about the curbing because he noticed the curb along 145` <br /> Street had been replaced but not on 147th Street,and they are paying the same assessment. <br /> Assistant City Engineer Jim Stremel replied that staff will look at the curb to see what can be <br /> done. He explained that curbs that were in really bad shape were replaced and others receive spot <br /> treatments. <br /> Haas asked that Senior Engineering Technician Steve Duff respond to the curb issue. Haas <br /> explained how the City adopted the assessment policy after considering several way to assess <br /> and decided on a flat rate. The rate for this project is$4,100 per parcel,not based on the <br /> footage. <br /> Eileen Luchsinger,6197 147th Street, asked whether the value of her home would increase as <br /> much as the assessed amount. Klein and Haas explained that if the improvements didn't increase <br /> the value of the home by that much,they couldn't assess them. Haas informed her of the Truth <br /> in Taxation statement and the opportunity to appeal. <br /> Hogan talked about the improvements to Geneva saying he liked it,but it lacked the divider line <br /> in the middle of the road. Mayor Weidt stated that neighborhood roads not typically striped,but <br /> staff will take a look at it. <br /> Petryk made motion, Haas seconded,to approve RESOLUTION 2015-49 RESOLUTION <br /> ADOPTING ASSESSMENTS FOR THE RICE LAKE MEADOWS STREET <br /> IMPROVEMENT PROJECT. <br /> Aye: Haas, Klein,Petryk,Miron,Weidt <br /> Nays: None <br /> Motion carried. <br /> Annrove Proclamation Proclaiming October 1-10 as MN Manufacturing Week <br /> The Minnesota Department of Employment and Economic Development,the Minnesota <br /> Precision Manufacturing Association,and the Minnesota Chamber of Commerce are partners in <br /> promoting Minnesota Manufacturers Week October 1-10,2015. They are encouraging <br /> communities, local and regional Chambers of Commerce,trade associations,companies and <br /> others to mark the week with special events recognizing the economic importance of the sector. <br /> Mayor Weidt read the proclamation prepared by staff,and Council directed staff to send a copy <br /> of it to all local manufacturing businesses, including owners of Wyoming Machine,who live in <br /> Hugo. Council further thanked Wilson Tool Manufacturing for inviting them to their <br /> Manufacturing Day last Friday,and talked about the vocational opportunities available in the <br /> field of manufacturing. <br />
