AUGUST 2, 1976 MINUTES OF THE PROCEEDINGS OF THE HUGO CITY COUNCIL 79 <br /> TIME: 7:13 P.M. <br /> PRESENT: Lease, LaValle, Leroux, Schletty, and Smith. <br /> 3.0 APPROVAL OF MINUTES <br /> MOTION: Lease made motion, seconded by Leroux, to approve the minutes <br /> of the July 19th, 1976 meeting after changing six inch <br /> sewer service to read six inch cast iron sewer service <br /> on page 3 regarding the Shepherd of the Fields Lutheran <br /> Church. <br /> VOTING FOR: Lease, LaValle, Leroux, Schletty, and Smith. <br /> MOTION CARRIED <br /> MOTION: Lease made motion, seconded by Leroux, to approve the min- <br /> utes of the Special Meeting of July 26, 1976. <br /> VOTING FOR: Lease, LaValle, Leroux, Schletty and Smith. <br /> MOTION CARRIED <br /> 4.0 APPROVAL OF CLAIMS <br /> MOTION: Lease made motion, seconded by Schletty, to approve the <br /> General Claims of August 2, 1976 after amending them to <br /> include $240.00 - half of Councilman Schletty's annual <br /> salary. <br /> VOTING FOR: Lease, LaValle, Leroux, Schletty and Smith. <br /> MOTION CARRIED <br /> MOTION: Smith made motion, seconded by Schletty, to approve the <br /> Utility Claims of August 2, 1976. <br /> VOTING FOR: Lease, LaValle, Leroux, Schletty and Smith. <br /> MOTION CARRIED <br /> 5.0 PETITIONS. REQUESTS. COMMUNICATIONS AND LICENSES <br /> 5.1 Delmar Strandberg <br /> Strandberg stated he owns forty acres at Elmcrest and 170th Street. <br /> Land presently zoned Conservancy. He wishes to sell five acres with <br /> some old buildings on it. Building Inspector informed him he could <br /> not sell less than 20 acres without first asking for a variance. <br /> Council advised him he would have to apply for a rezoning. Strand- <br /> berg objected to having to pay a fee. <br /> 5.2 Richard Schuh - Bond Reduction <br /> Richard Hiniker appeared on behalf of Mr. Schuh requesting reconsid- <br /> eration of the bond reduction for Mr. Schuh - citing the difference <br /> between the bonding requirements of the other mining operators in <br /> Hugo and Mr. Schuh. He feels due to the recent experience of Mr. <br /> Schuh's mining operation, Mr. Schuh should now be qualified for a <br /> substantial reduction. Didn't object to Letter of Credit but stated <br /> that requiring a $40,00 bond greatly reduces Mr. Schuh's bonding <br /> ability. <br /> MOTION: LaValle made motion, seconded by Smith, to reduce Mr. <br /> Schuh's bond from $40,000 to $10,000 and to retain the <br /> Letter of Credit. <br /> VOTING FOR: Lease, LaY*lle, Leroux, Schletty and Smith. <br /> MOTION CARRIED <br /> 5.3 White Bear Rod and Gun Club - Special Use Permit <br /> Discussion regarding modified conditions to the Special Use Permit <br /> as drafed by Planning Commission Chairman Dan Spitzer and Washington <br /> County Planner William Schwab and recommended by the Planning Com- <br /> mission. <br /> MOTION: LaValle made motion, seconded by Leroux, to approve the <br /> Special Use Permit for the White Bear Rod and Gun Club <br /> subjecjs to the conditions recommended by the Planning <br /> Commission. <br />
