SEPTEMBER 9, 1976 MINUTES OF PUBLIC HEARING REGARDING STORM SEWER (Q ') <br /> ASSESSMENT #1975-1 HUGO ELEMENTARY SCHOOL ti <br /> The public Hearing was opened at 8:08 P.M. by Mayor Lease. City Council <br /> members present were: Lease, Leroux, and Schletty. Also present were <br /> Charles Johnson, City Attorney, Howard Kuusisto, City Engineer , and Robert <br /> Ehlers, Jr. , Fiscal Agent. <br /> Mayor read a copy of the Public Hearing notice published in the Forest <br /> Lake Times. <br /> Mr. Ehlers explained the financial aspects of the project. He took the <br /> total cost of the project, $173,657, and divided it by the estimated <br /> square footage. He, then, took each property owner, and the amount of his <br /> property that would benefit, times the square footage, times 50 to <br /> determine the assessment. Payment can be made in a number of ways. Any <br /> property owner can pay in full within 30 days after the assessment roll <br /> was adopted with no interest charge. The property owner can pay before <br /> the end of the year with only three months of interest being charged. <br /> It can also be paid over a period of 10 years at an interest rate of 7i%. <br /> Entire assessment can be paid at any time. <br /> The meeting was opened to the public fvr comments and objections. <br /> After a discussion between the residents and the governing body, the <br /> following objections were made: <br /> Mrs. Sadowski - 5809 147th Street No. & 5829 147th St. No. - complaint made <br /> on behalf of her daughter, June Lain - 5829 147th St. No. Stated that <br /> there is a hole at the end of her driveway that needs repairing, and <br /> there is work to be done on the grassy area. <br /> Mr. Leon Nadeau (14583 Forest Blvd. - new address 1219 4th St. , White <br /> Bear Lke, Minn. ) Mr. Nadeau will assume the assessment of his old <br /> residence, and would like a copy of the assessment sent to his new address. <br /> James Carlson (5906 Oneka Lake Blvd.) - I had called before about where <br /> they had put the pavement in, now water is sitting in front. It is too <br /> late now, because the crew came through and patched everything-_up. I <br /> also assumed they were going to replace the grass. <br /> Lease - If you have a particular problem, the engineer will be glad to <br /> look it over with you. <br /> Vern Peloquin (15226 Forest Blvd.) - regarding my property on Oneka Lake <br /> between Sparrow's and Ashby's. My water doesn't flow to the storm sewer. <br /> I have to take care of water coming from another source. As far as I can <br /> see, I don't have any advantage of the storm sewer. <br /> Mrs. Ashby (5980 Oneka Lake Blvd.) - I don't see how this storm sewer <br /> has increased my property value by $1 ,600.00, equal to the assessment. <br /> Mrs. Ashby submitted a Supreme Court opinion regarding special assessment. <br /> She also showed pictures indicating where water had accumulated after <br /> the storm sewer had been installed. Stated water was 4 feet deep. <br /> Vern Peloquin (15226 Forest Blvd. ) - I even get water from your streets <br /> in my fields. It has run there ever since you dug the sewers last year. <br /> When will we know what action is being taken on this? <br /> Lease - We are not going to take any action tonight. The Council will <br /> have a meeting to review what action will be taken. <br />
