<br /> 3.0 APPROVAL OF MINUTES
<br /> Page 4 — motion stating Item 3 of original motion was lost is incorrect.
<br /> Should read as follows: MOTION — Spitzer made motion, seconded by Schletty,
<br /> that the Planning Commission give serious research and consideration to the
<br /> inclusion of commercial — recreational activities as otherwise defined in the
<br /> ordinance as permitted special uses in the Agricultural Districts. All voting
<br /> in favor. MOTION CARRIED,
<br /> MOTION: Spitzer made motion, seconded by Schletty, to approve the minutes
<br /> of January 179 1977 with the above correction.

<br /> APPROVAL OF MINUTE'S — JANUARY 31, 1977
<br /> The bottom of Page 1 — motion incorrect.
<br /> MOTION: Spitzer made motion, seconded by Irsfeld, to accept the general
<br /> receipts for 1976 noting that a 100; audit was not performed.
<br /> VOTING FOR: LaValle, Schletty, Spitzer, Irsfeld, and Vail. MOTION CARRIED
<br /> MOTION: Spitzer made motion, seconded by Irsfeld, to approve the minutes
<br /> of January 319 1977, with the above correction.

<br /> MOTION: Spitzer made motion, seconded by LaValle, to approve the general
<br /> claims of February 79 1977 as presented.

<br /> 5.0 PETITIONS, REQUESTS, COMMUNICATIONS & LICENSES
<br /> 5.1 Joseph Zaspel — Mobile Home Renewal
<br /> MOTION: LaValle made motion, seconded by Spitzer, to renew the mobile home
<br /> permit for Joseph Zaspel, 17205 Forest Blvd, N., Hugo, under Chapter
<br /> 40, Article III, Subdivision D, for 90 days.
<br /> VOTING FOR: LaValle, Schletty, Spitzer, Irsfeld, and Vail. MOTION CARRIED
<br /> 5.2 James Johnson — Mobile Home Renewal
<br /> Mr. Johnson was asked to present a statement from his Doctor stating his
<br /> inability to do heavy work, which he did do.
<br /> MOTION: Spitzer made motion, seconded by LaValle, to renew the mobile home
<br /> permit for James Johnson, 7194 — 132nd Street, under Chapter 409
<br /> Article III, Subdivision D. for 90 days.
<br /> VOTING FOR: LaValle, Schletty, Spitzer, Irsfeld, and Vail. MOTION CARRIED
<br /> 5.3 Millard Rehbein — Irrigation Permit
<br /> 1r. Rehbein would like to place an, irrigation well in the middle of his farm
<br /> land for center pivot irrigation. Well to have 12" casing. Mr. Rehbein will
<br /> will have to get City approval, Rice Creek Watershed approval, and DNR approval.
<br /> Permit will last only one year.
<br /> Mayor LaValle received a letter from John Boland stating the Mayor will be
<br /> receiving a metropolitan "systems statement" from the Metropolitan Council.
<br /> This statement is a necessary first step in the implementation of the Metro—
<br /> politan Land Planning Act of 1976, and they would like the community to de—
<br /> signate a contact person with whom they can work in connection with this
<br /> process. Councilman Larry Irsfeld was designated as this person.
<br /> Mayor LaValle received a letter from Charles Swanson, County Engineer. re—
<br /> garding a study on solid waste disposal sites in Washington County. City
<br /> Clerk, Carol Idilliams, was instructed to make copies of the letter for the
<br /> Planning Commission to review.
