The League of Minnesota Cities sent a letter to the City of Hugo stating that
<br /> there will be a mid-session Legislative Conference to be held at the Permanent
<br /> Collection Gallery of the Minnesota Museum of art. LaValle stated that any-
<br /> one who is interested in going, should attend.
<br /> The League of Municipalities gives an awzxd for outstanding service to a
<br /> community. LaValle felt that 'Water Superintendent, Mr, Robert Burkard, would
<br /> be an excellent candidate. Councilman Deane Vail was instructed to fill out
<br /> form for completion.
<br /> Mayor LaValle expressed his thanks to Howard Kuusisto, City Engineer, for
<br /> all his help in working on the frozen water tower.
<br /> MOTION: Spitzer made motion, seconded by Schletty, that the City Council
<br /> express its gratitude to those people who helped work on the water
<br /> tower.
<br /> VOTING FOR: LaValle, Schletty, Spitzer, Irsfeld, and Vail. MOTION CARRIED
<br /> There will be a msiting in Lino Lakes, February 99 in regards to the Center-
<br /> ville interceptor. LaValle stated that Hugo was concerned with:
<br /> (1) that the interceptor should have gone on the right-of-way as first
<br /> indicated instead of going through Hugo with another easement, (2) there
<br /> would be no value to Hugo, and (3) interceptor would only be temporary, and
<br /> Hugo would like to use it at some future date. The fact that we were not
<br /> notified was not our main concern.
<br /> MOTION: LaValle made motion, seconded by Spitzer, that the utility claims
<br /> be amended to include payment to Jim Wisner for 0170.00 for work
<br /> on the frozen water tower.

<br /> 6.0 RFPORTS OF OFFICERS & C0141ITTEES
<br /> .1 Ordinance Committee
<br /> The Ordinance Committee had a meeting on February 3, 1977, and will meet
<br /> again on February 28th. They hope to have the ordinances ready by May. The
<br /> Ordinance Committee would like (1) to have some consensus on what ordinances
<br /> they would like to have placed before them, and (2) assistance in copying of
<br /> ordinance drafts and minutes to be administered to members.
<br /> MOTION: Spitzer made motion, seconded by Vail, that the City Clerk get copies
<br /> as necessary for the conduct of the Ordinance Committee.

<br /> 6.2 Planning Commission
<br /> 6.2.1. Amendment to SFU zoning to include apartments
<br /> Mr. Ronald Granger has a request in to build an apartment on land presently
<br /> zoned SFU.
<br /> MOTION: Spitzer made motion, seconded by Schletty, that the Planning Comm-
<br /> ission be directed to draft an amendment to zoning ordinance to permit apart-
<br /> ments in SFU by Special Use Permit with appropriate retrictions attached.
<br /> VOTING FOR:. LaValle, Spitzer, Schletty, Irsfeld, and Vail. MOTION CARRIED
<br /> 6.2.2 Should road easements be considered in calculating mirti.mum lot size?
<br /> Spitzer stated that it is generally accepted despite easements. Charles Johnson
<br /> said that town roads are joist considered as easements. Planning Commission
<br /> member Mike Gillen asked if it would be possible to have a formula for deter-
<br /> mining acreage. He suggested that Hugo should have something very fine, and
<br /> not arbitrary. LaValle said he feels matter needs some work and study. Instead
<br /> of asking for an opinion, the Planning Commission should have drawn up a re-
<br /> commendation for the council's consideration.
<br /> MOTION: Spitzer made motion, seconded by Schletty, that the Planning
<br /> Commission be directed to develop a policy statement in which road
<br /> easements should be counted as minimum area.
