FEBRUARY 79 1977 1 <br /> 6,3 Water Superintendent — No discussion, <br /> 6.4 Builling Inspector = submitted written report. Mayor LaValle instructed <br /> Tom Crever to check in to the recent fire in Evergreen Hills — residence <br /> owned by Mr, Daniel Goeltl. There have been problems with fireplaces, and <br /> LaValle would like to have the inspector look into it. <br /> 6.5 Fire Chief — No discussion. <br /> 6.6 Police Chief — Police Chief Barth submitted his written report. No dis— <br /> cussion. <br /> The Willard Rehbein application for Irrigation Permit was again discussed. <br /> Spitzer wanted to know if the permit was reviewed annually by the city. <br /> LaValle stated that as far as he knew, they were not. <br /> MOTION: LaValle made motiont seconded by Schletty, that the Irrigation Permit <br /> for Emerald Groves (Willard Rehbein) be approved with a cover letter <br /> included to the Department of Natural Resources that the City of <br /> Hugo would like to be notified on a yearly basis so we can approve <br /> or disapprove, <br /> VOTING FOR: LaValle, Schletty, Spitzer,, Irsfeldt and Vail. MOTION CARRIED <br /> 6.7 Attorney <br /> Mr, Johnson stated that he still has as open file on some reloning requests <br /> that needed corredted legal descriptions. Spitzer will try to clarify the <br /> matter with Bill Schwab, <br /> The Brevig rezonirko, request was discussed, and Mr, Johnson said the matter <br /> should be handled with present zoning ordinance. You cannot go back. <br /> The Mutual Aid Agreement with Forest Lake is just sitting because of lack <br /> of information from Jim Olson, Fire Chief, <br /> The Sunset Lake matter is dormant at this time. <br /> Mr. Johnson appeared in Supreme Court in regard to the LaValle vs— Bayless <br /> vs— Hugo. There will be no ruling for a couple of months. <br /> 6,8 Engineer <br /> Mr. Kuusisto submitted his written report, Zoning maps will be changed as <br /> soon as zoning requests are validated. City hall should make zoning changes <br /> in red on their map. <br /> Recessed 8:33 P.M. Reconvened 8:50 P,M, <br /> 6.9 Clerk <br /> 6.9.1 Lars Danielson — Vacation of easement <br /> There is a request from attorneyp Sarah Mardellt requesting to have the notice <br /> published. If the council starts proceedings9 the vacating of easement will <br /> have to pass with a 4/5's vote. It is not required to notify the abutting <br /> land ownerst but Mr. Johnson would recommend it, Howard Kuusisto showed the <br /> easement on an aerial map of the land in question. He stated there is some <br /> merit to having contoured streets. He also said it might be a good idea to <br /> hold on to part of the easement. The new property owners plan on using a <br /> small trail from 132nd to get to their property. As of yet, no soil borings <br /> have been submitted. <br /> MOTION: Spitzer made motion# seconded by Schletty, to table the Lars Daniel— <br /> son matter until the next meetingg February 22, 1977. <br /> VOTING FOR: LaValle, Schlettyt Spitzer, Irsfeld, and Vail, MOTION CARRIED <br /> City Attorney and Engineer will submit a cost estimate. <br /> 6.9.2 Change of salary payments <br /> Full time employees that work for the city would like to be paid 26 times <br /> a year. Spitzer questioned the legality of the change, Charles Johnson will <br /> check out and report at a later date. <br /> 6.9.3 Workman's CompensationInsurance <br /> The clerk recommended that the city should have Workman's Compensation In— <br /> surance covered with the same company that provides all our insurance. The <br /> city could receive a dividend returned on all premium payments amounting to <br />
