1 8.1 Bob Barth — Radar
<br /> Police Chief Barth submitted a letter to the Council asking for permission
<br /> to purchase a Mark VI Speedalyzer. The Hugo Lions Club will pay for the unit,
<br /> and then donate it to the Police Department. The only fee to the city would
<br /> be a cost of $625 to $50 for certification of the unit. Charles Johnson stated
<br /> offenders tend to not plead "not guilty" when radar is used, as opposed to
<br /> clocking of speeders. Barth will attend an optional radar school, two hour
<br /> classes in the evening.
<br /> MOTION: Spitzer made motion, seconded by Irsfeld, to approve the purchase
<br /> of a Mark VI Speedalyzer Unit to be used by the Police Department.
<br /> VOTING FOR: LaValle, Schletty, Spitzer, Irsfeld, and Vail. MOTION CARRIER
<br /> Mayor LaValle received a letter from Michael Gressman stating that he still
<br /> did not receive his back wages he feels is due him. He said he would like
<br /> to receive the money by March 1,
<br /> MOTION: LaValle made motion, seconded by Spitzer, that the City of Hugo
<br /> inform Michael Gressman that we do not owe him any back wages. Mr. Gressman
<br /> knew that he would not get paid for any volunteer work when he started at the
<br /> position.
<br /> VOTING FOR: LaValle, Schletty, Spitzer, Irsfeld, and Vail. MOTION CARRIED
<br /> 9.0 MISCELLANEOUS
<br /> The proposed landfill project in Hugo was discussed. The Planning Commission
<br /> is trying to get an informational meeting set up to help the land owners
<br /> concerned understand what it is all about. Mayor LaValle will talk to Mr.
<br /> Charles Swanson, but felt he could not give him more information then what
<br /> has been given to Hugo already.
<br /> A couple from Evergreen Hills was present to state their concern that a certain
<br /> contractor was building faulty fireplaces. Mr. Crever was asked to inspect
<br /> the home in Evergreen Hills, which had a fire, supposedly due to a faulty
<br /> fireplace. No report has been submitted. Mayor LaValle will contact the Build—
<br /> ing Inspector and check the fireplace with him.
<br /> Councilman Schletty would 'like to have a past time man hired to assist George
<br /> Koland this summer. There is quite a lot of brush that needs cutting.
<br /> MOTION: LaValle made motion, seconded by Spitzer, that Howard Schletty be
<br /> authorized to hire a part time man to assist George Koland, main—
<br /> tenance man, with general maintenance along the roads.
<br /> VOTING FOR: LaValle, Schletty, Spitzer, Irsfeld, and Vail. MOTION CARRIED
<br /> MOTION: LaValle made motion, seconded by Spitzer, that Mr. Schletty check
<br /> with the ASCS office to see if there are temporarily unemployed
<br /> farmers available for part time employment.

<br /> The financial report for 1976 is complete, and to be posted in three prominent
<br /> places in Hugo.
<br /> MOTION: Spitzer made motion, seconded by LaValle, that we post the clerk's
<br /> Financial Report at City Hall, the Hugo Post Office, and Withrow
<br /> Elementary School,
<br /> VOTING FOR: LaValle, Schletty, Spitzer, Irsfeld, and Vail. MOTION CARRIED
<br /> There will be a public hearing on Thursday, March 3, 19779 at 1:30 P.M. in
<br /> the Metropolitan Council Chambers, in regard to the Regional 'ldrails Policy
<br /> Plan, Eleanor Lease, Hugo resident, has volunteered to attend this hearing.
<br /> MOTION: Spitzer made motion, seconded by Vail, that Eleanor Lease be appoint—
<br /> ed as Hugo's representative to the Regional Trails Policy Plan public
<br /> hearing. Letter stating such to be written to Eleanor Lease.
<br /> VOTING FOR: LaValle, Schletty, Spitzer, Irsfeld, and Vail. MOTION CARRIED
